Re: Scandia Women’s Softball Association Gambling Permit
Background: The Scandia Women’s Softball Association has applied for an Excluded Lawful
Gambling Permit for their fundraising bingo events. The Gambling Ordinance (No. 100) requires
a local permit to conduct lawful gambling that is excluded or exempted from state licensure
requirements. Up to four events in a calendar year may be covered in a single application.
Issue: Decide whether to approve a lawful gambling permit for the Scandia Women’s Softball
Association’s bingo events.
Proposal Details: Ham Bingo is scheduled for April 12, 2019. Turkey Bingo is scheduled for
November 22, 2019. The bingo events are held at the Scandia Community Center. Prizes given
will be 50-$10 hams (April) and 50-$10 turkeys (November). These events have been
conducted in past years by this organization at this location, with no incidents or complaints.
The Softball Association is a non-profit organization and provided a Certificate of Good Standing
for nonprofit status from the MN Secretary of State’s office. The organization and the events
appear to meet all the requirements of the city’s ordinance.
Fiscal Impact: The $15 permit fee has been paid.
Options:
1) Approve the Scandia Women’s Softball Association’s Excluded Lawful Gambling
Permit.
2) Do not approve the request for a gambling permit.
3) Make no decision at this meeting.
Recommendation: Option 1.
