Re: Bliss Addition Stormwater Plan
Background: The 2019 budget in the Capital Improvement Fund provides $30,000 for the development of a
stormwater plan for portions of the Bliss Addition with one-half of the funding for the project to come from
the Carnelian Marine St. Croix Watershed District (District). Bolton & Menk has worked with the District
and the Board of Water and Soil Resources (BWSR) on a scope of work. Based on the scope of work Bolton
& Menk has submitted a proposal to perform the work for $37,000. The District has received a $39,000
grant ($37,000 for scoped work and $2,000 for grant administration) from BWSR to fund 90% of the cost of
the project.
There are 3 actions that are needed from the Council in order to move forward:
1. Approve the proposal from Bolton & Menk.
2. Authorize the Mayor and Administrator to execute a memorandum of understanding between
the City and the District that would provide for the reimbursement to the City based on costs
incurred after review by the City Attorney.
3. Approve a resolution amending the Capital Improvement Fund budget to increase to total
expenditures on the project from $30,000 to $37,000.
Issue: Should the Council take the necessary action to proceed with the project.
Proposal Details: The scope of work is provided in the Bolton & Menk proposal and in the District’s Grant
Detail Report from BWSR.
Fiscal Impact: The 2019 Capital Improvement Fund budget contemplated a 50/50 split of the $30,000 cost
of the project. While the resolution would increase the total expenditure to $37,000, the net cost of the
City would be reduced from $15,000 to $3,700.
Options:
1. Take action to approve the 3 items listed above
2. Defer action pending drafting of the memorandum of understanding by the District’s legal counsel
3. Take no action
