5.a) Chair ReportPRC Chair report — for April 1, 2019
Lilleskogen Grant
The updated DNR grant for Lilleskogen was submitted by Bolten and Menk on March 18. 1 followed up
with Kathy Varble (DNR) on March 19 to thank her for her coaching on the re -write, verified it was
received, and confirmed that we should expect to know the status by April 15. Kathy will contact Neil if
any questions.
She also stated that matching funds would need to be indicated when payment requests are made over
the term of the grant. Thus, the money planned from the PRC budget can be spread out over the 3 -year
term. $10,000 of city match funds are available in 2019.
Capital Plans (for review at the April 1 meeting)
I met with Soltis and Hawkinson on March 19 to review progress on the capital plans. The following
actions were identified:
Skate Park and T -Ball Field: New path from the community center needs to be staked by Jay Riggs to
determine setback requirements. Hawkinson will follow up.
Rink expansion: Hawkinson will request drawing and a plan from Bolten and Menk, a plan will need to
go to the council for approval. We agreed a bermed option should be considered.
Settlers Monument: Gorham will contact Dan Lee to determine if the property markers are in place, as
there are possible permissions prior to tree trimming due to easements and county ROW.
3/27/19: Lee has looked and can't find the markers. Lee will have the trees trimmed that are
confirmed to be on his property. Lee has the new light for the flagpole equipment.
3/29/19 Next step is to verify property markers as needed and work with the design team at
Bolten and Menk and submit a design.
Water Fountain at the Lions Park: Gorham will also talk to the historical society to determine what, if
any documentation exists on the well for the Lion's shelter.
3.27.2019 Well: Conversation with Brent Peterson of the Washington County historical society.
The PCA checks the well every year. It is located at the southeast corner of the museum lot,
inside the fence line. Peterson indicated general agreement and desire to do this project, and is
awaiting a proposal from the city for review by the the historical society board.
3/29 Per Neil, we need an agreement to present to the Historical society regarding terms.
Wayne Erickson Ball field: Hawkinson will pursue bids for concrete work, expected to be done in
September or October.
Lilleskogen: Regardless of the grant, there is money to begin the invasive eradication. We agreed to
approach the Friends to determine if they would drive this.
Skatepark equipment — Adam continues to pursue bids for equipment
Conversation with possible providers of recreation programs
I met with representatives from the Forest Lake Y on to introduce our survey results. I have a similar
meeting set up with Bob Wolfe at Wild River on April 9.
Conversation with Sue Rodsio / Scandia Heritage Alliance
The Scandia Heritage Alliance is planning a public meeting on May 30 to gather ideas for placement of
the Water Tower building. I have requested their presence at our May 6 meeting to discuss with the
PRC before the public meeting.
