3.a Request for temporary access through City property Staff Report Date of Meeting: April 3, 2019 To: City Council From: Neil Soltis, Administrator Re: Request for temporary access through City property Background: In the process of selling their house Jim & Ann Gribble have been informed by Washington County that their septic system is in need of replacement. The house is located at 14855 Oakhill Road immediately east of the t-ball field. The lot is 70’ wide making access to the septic field in the rear of the property difficult. The request submitted by the Gribbles is seeking access over the edge of the park for equipment needed to replace the septic system. If approved I would request that legal counsel draft a temporary easement for approval at the Council meeting on April 16th. 1 Neil Soltis From:J Grib <wcso153@yahoo.com> Sent:Wednesday, March 27, 2019 10:04 AM To:n.soltis@ci.scandia.mn.us Cc:J Grib Subject:permission to cross park Administrator Soltis, I am asking for permission to allow a septic installation company to use the edge of the the Children's T-ball Field to access the rear of the lot at 14855 Oak Hill Road. A new septic system is now being required to be installed. Per the septic inspector, the existing system is functioning properly, but it does not meet the county's new 2018 code changes. The installation will necessitate trucks accessing the lot. This will certainly cause damage to the asphalt driveway and possibly the underground utilities. This request is to allow use of the edge of the park ( the opposite side of the field from the actual t-ball diamond ) to access the rear of the lot. This area has had heavy equipment on it before when the BMX dirt bike track was erected and eventually removed.
