Staff Report

Re: Advertising for Seasonal Maintenance Worker for Parks and Grounds
Background:
Under direction of the Public Works Director, the seasonal parks maintenance employee
performs a wide variety of unskilled and semi-skilled tasks necessary to the seasonal
maintenance of grounds, equipment, and buildings at city parks and municipal buildings.
Seasonal staff has traditionally been hired for approximately 32 hours a week beginning in late
May and ending in early October. The part-time employment opportunity is a 67day seasonal
appointment.
Issue:
Should the Council approve advertising for a Seasonal Maintenance Worker for Parks and
Grounds?
Proposal Details:
Similar to previous years, staff is requesting the Council authorize staff (City Administrator and
Public Works Director) to advertise and interview the applicants for the position with a
recommendation on hiring coming to the Council in May. Last year we only had one applicant
late in the year. Staff is proposing to raise the starting hourly wage for the seasonal employee.
The tentative timeline would be as follows:
Post/ advertise on web site: April 8th
Advertise in local papers: Starting April 17th
Applications close: Friday, May 10th (4:00 p.m.)
Interviews: Week of May 12th
Council Approval: May 21st
Start date: ASAP after Council approval
Fiscal Impact:
The 2019 pay rate for the position was set at $10.20 to $12.25 per hour, depending on
qualifications. Staff proposes the rate of pay for the position in 2020 be addressed during the
budgeting process. The Park budget is sufficient to cover the proposed starting pay rate for up to
67 working days. The position will terminate at the end of the ground’s maintenance season or
67 days.
Options:
1) Approve having staff advertise and interview for the Part-Time Seasonal Parks
Maintenance Worker position.
2) Do not approve the advertising for the Part-Time Seasonal Parks Maintenance Worker
position.
Recommendation:
Option 1.
