Background:
The current job descriptions for the Deputy Clerk, Office Assistant, and Treasurer were last
approved as follows:
Deputy Clerk – 2007 as updated to make the position full-time in 2012
Office Assistant – 2012
Treasurer – 2007
The duties for those positions have evolved since last approval. As a part of the Classification
and Compensation Study the job descriptions for these positions were drafted to reflect the
current responsibilities.
Additionally, in reviewing the job descriptions for all of the positions Julie Urell of Springsted
has recommended that the or job descriptions be updated to reflect updated Minimum
Physical Requirements and Special Requirements for each job class into the corresponding job
description and make changes to move skills and abilities listed under Minimum Qualifications
in the job description to the Knowledge, Skills and Abilities section.
These are presented for discussion and further action by the Council at a regular meeting.

TITLE: DEPUTY CLERK
STATUS: Full-time (approximately 40 hours/week) regular position

PRIMARY OBJECTIVE: Serve as primary public contact for a wide variety of city
functions and services, in the office and on the telephone. Serve as assistant to the
City Administrator and perform a wide variety of administrative and customer service
support functions with a high level of attention to detail and in a timely manner.
General Definition of Work
Performs intermediate administrative work. Work is performed under the general
direction of the Administrator/Clerk. Continuous supervision is exercised over Office
Assistant (PT).
Qualification Requirements

ESSENTIAL FUNCTIONS:
1. Acts as frontline reception for telephone calls and walk-ins, answering questions

2. Provides clerical support using word processing and spreadsheet software to
produce correspondence, reports and mailing lists; assists with preparation of
agenda packets; processes and distributes mail; serves as Notary Public

4. Serves as Deputy Clerk, attending and taking minutes at City Council, Planning
Commission and other meetings as assigned; ensures that official notices,
documents and contracts are properly published and recorded; and signs
documents when the City Administrator is absent. Maintains official city records
such as ordinances, resolutions, code books, minutes, etc. in conformance with
federal and state laws. Updates city website with information and documents as
needed. Serve as Deputy Clerk, attending and taking minutes at City Council
meetings and other meetings as assigned; preparing, filing and recording official
notices and documents; and, signing documents when the City Clerk is absent.
5. Manages elections including recruiting and conducting election judge training,
performing diagnostic testing on voting equipment, candidate filings, and
publication of notices to ensure correct election procedures are followed. Serves
as election lead person for the City. Assist in the preparation for and conduct of
elections including processing voter registration, absentee voting, recruiting and
assisting with election judge training, conducting diagnostic testing on voting
equipment, and other election-related duties as assigned
6. Administers accounting and payroll functions; Enters and processes claims for
payments, preparing payroll for all departments including PERA, insurance and
retirement deductions, State and Federal tax reporting, W -2’s and 1099’s;
maintaining special assessment data; and preparing payment of invoices for City
Council review and approval. Assist with accounting and payroll functions;
preparing bimonthly payroll including PERA, insurance and retirement
deductions, State and Federal tax reporting, W -2’s and 1099’s; maintaining
special assessment data; and preparing payment of invoices for City Council
review and approval.
7. Assumes primary responsibility for maintaining and purging filing system in
accordance with records retention policy and Data Practices Act. Provides public
access to official documents and public records in accordance with State
Statutes. Oversees electronic data storage of city records.
8. Manages business licensing processes including liquor, tobacco, gambling and
special events. Works with Building Official and Electrical Inspector to process
and issue building and electrical permits. Acts as Recycling Coordinator with the
County recycling program. Perform licensing functions and issue permits.
9. Monitor needs and order supplies for City departments and Community Center.
10. Perform other duties as apparent or assigned.

PRIMARY OBJECTIVE: Provide a wide variety of office functions to support the
Deputy Clerk, City Administrator, other staff and the City Council. Program and
organize a wide variety of recreation activities and leisure time pursuits for children and
adults.
General Definition of Work
Performs intermediate skilled administrative support work. Work is performed under the
limited supervision of the Administrator/Clerk. Limited oversight is exercised over
Seasonal Recreation Staff.

entry, editing and balancing.
3. Reconcile checking account and investments monthly.

PRIMARY OBJECTIVES: Provide oversight and work direction for maintenance
personnel and contractors to ensure that all city infrastructure (including roads, street
lights, drainage systems, sewer and water) and facilities (including parks and public
buildings) are operated and maintained in good condition. Draft and recommend
policies and participate in long-range planning for all areas of responsibility.
General Definition of Work
Performs difficult advanced technical work. Work is performed under the general
direction of the Administrator/Clerk.
Continuous supervision is exercised over Maintenance Worker and Seasonal Staff.
Qualification Requirements
To perform this job successfully, an individual must be able to perform each essential

or equivalent combination of education, experience and/or training which
provides the knowledge, skills and abilities necessary to perform the work.
3. Knowledge of safety best practices and OSHA regulations.
4. Demonstrated ability to operate heavy equipment.
5. Demonstrated ability in general mechanics.
6. Demonstrated experience in project planning and management.
7. Demonstrated ability to establish and maintain effective working relationships
with supervisors, associates, subordinates, contractors, officials of other
agencies and the general public.

POSITION DESCRIPTION
TITLE: MAINTENANCE WORKER, FULL-TIME
STATUS: Full-time (40 hours/week), regular position
Normal working hours, per personnel policy
Subject to emergency call-out or off-hour work assignments
FLSA Non-Exempt
REPORTS TO: Public Works Director

PRIMARY OBJECTIVE: Under direction of and in coordination with Public Works
Director, ensure that all city facilities including streets, parks, buildings, equipment,
sewer and water utilities, and drainage systems are safe and maintained in good
condition in all seasons of the year.
General Definition of Work
Performs intermediate technical work. Work is performed under the limited supervision
of the Director of Public Works.
Qualification Requirements
To perform this job successfully, an individual must be able to perform each essential

ESSENTIAL FUNCTIONS:
1. Maintain gravel roads including grading and blading, reshaping shoulders and
hauling gravel, fill sand or other materials as necessary.
2. Maintain paved roadways including hauling materials, cut out patches, catch
basin repairs, and pothole patching. Protect work sites and direct traffic as
necessary.
3. Plow, shovel, de-ice, sand and blow snow on city-owned property, streets, and
sidewalks.

4. Maintain City buildings- interior and exterior, including kitchen equipment, minor
plumbing and electrical repairs, painting, decorating and trash removal.
5. Clear, tree trim and mow road rights-of-way.
6. Establish and maintain road signage as per manual of Uniform Traffic Control
Devices.
7. Install, maintain and remove street light decorations.
8. Respond to emergency calls involving problems with City-owned utilities.
9. Oversees and maintains sewer utilities including lift stations, repairing pumps,
cleaning lift stations, maintaining lift station grounds, etc.
10. Read and record usage from meters and determines causes for unusual
readings.
11. Work with utility companies to mark underground city utilities.
12. Perform mechanical maintenance of equipment including trucks, mower and lawn
and landscaping equipment.
13. Determine and perform preventative maintenance and safety checks on all
equipment.
14. Attend safety meetings and other training as required.
15. Perform other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
1. Knowledge of and skill in operation of heavy diesel and gas-powered
construction equipment.
2. Knowledge of road construction and maintenance practices.
3. Ability to make minor repairs and adjustments to equipment.
4. Building maintenance skills.
5. Mechanical aptitude.
6. Ability to do some lifting, bending, climbing, reaching, overhead pushing and
pulling.
7. Ability to perform job responsibilities in climatic extremes
8. Ability to work overtime or be on call as necessary and assigned.
9. Knowledge of procedures, policies and practices of sewer maintenance.
10. Ability to read meters and gauges, to be able to detect when problems are
occurring and to respond appropriately.
11. Knowledge of federal and state laws, municipal ordinances, and regulatory
requirements for applicable facilities and systems.
12. Ability to follow oral and written instructions; to read and interpret technical
manuals and guides, and to determine solutions to a variety of operations and
maintenance problems.

1. Roads and City utilities are maintained according to adopted policies.
2. Maintenance workers perform as a team to accomplish objectives.
3. Facilities and equipment are maintained in a neat, clean and orderly manner at
all times.
4. Equipment and labor are utilized appropriately, effectively and safely.

5. Communicates with elected officials, staff and citizens in a polite and courteous
manner.
6. Keeps supervisor informed of all significant matters he/she must know to perform
his/her responsibilities effectively.
MINIMUM QUALIFICATIONS:
1. High school diploma or equivalent education.
2. Experience in road construction and maintenance work involving the operation of
a variety of road construction equipment.
3. Valid class “B” driver’s license, ability to obtain class “A” license within six months
and good driving record.
4. Valid Minnesota Class E Water Supply System Operator license or ability to
obtain that license within one year.
5. Valid Minnesota Class D Wastewater Operator license or ability to obtain one
within one year.
6. Valid Minnesota Subsurface Sewage Treatment Provider certification or ability to
obtain that certification within eighteen months.
7. Ability to respond from home to Public Works facility within 30 minutes.

Education and Experience
High school diploma or GED and considerable experience in infrastructure construction
and maintenance, or equivalent combination of education and experience.
Physical Requirements
This work requires the regular exertion of up to 25 pounds of force, frequent exertion of
up to 50 pounds of force and occasional exertion of up to 100 pounds of force; work
regularly requires standing, walking, speaking or hearing, using hands to finger, handle
or feel, reaching with hands and arms, pushing or pulling and lifting and frequently
sitting, climbing or balancing, stooping, kneeling, crouching or crawling and repetitive
motions; work requires close vision, distance vision, ability to adjust focus, depth
perception, color perception, night vision and peripheral vision; vocal communication is
required for expressing or exchanging ideas by means of the spoken word and
conveying detailed or important instructions to others accurately, loudly or quickly;
hearing is required to perceive information at normal spoken word levels; work requires
preparing and analyzing written or computer data, visual inspection involving small
defects and/or small parts, using of measuring devices, assembly or fabrication of parts
within arms-length, operating machines, operating motor vehicles or equipment and
observing general surroundings and activities; work regularly requires exposure to
outdoor weather conditions, frequently requires working near moving mechanical parts,
exposure to fumes or airborne particles and exposure to vibration and occasionally
requires exposure to toxic or caustic chemicals, exposure to extreme heat (non-
weather), exposure to the risk of electrical shock, wearing a self -contained breathing
apparatus and exposure to bloodborne pathogens and may be required to wear

specialized personal protective equipment; work is generally in a loud noise location
(e.g. grounds maintenance, heavy traffic).
Special Requirements
Class A CDL with Tanker Endorsement within six months of hire.
Class D Wastewater, Class E Water licenses within one year of hire; ISTS Service
Provider certification within eighteen months of hire.
Training in W astewater Sewer, Well Water, Class A CDL, Gopher State Locate.
Valid driver's license in the State of Minnesota.
