7.a2 Resolution 04-16-19-04 Accepting a SHIP grant and amending the 2019 Park Capital Fund budget for the purchase of cycling related equipmentSCANDILA To: Mayor, City council From: Adam Hawkinson, Director of Public Works Date: April 16th 2019 Re: MHD S.H.I.P. Grant acceptance Background: The City of Scandia was approached by Washington Co. with the opportunity to apply for a SHIP Grant through the Minnesota Department of Health. The Statewide Health Improvement Partnership (SHIP) supports community -driven solutions to expand opportunities for active living, healthy eating and commercial tobacco -free living. The PRC supported the action to apply for the grant. In addition, creating more opportunities for citizens to use the downtown area is supported by the recent tourism study by the University of MN. A Cycling Scandia member, a volunteer from PRC, and staff worked together to provide information needed for the grant form and the grant was submitted on behalf of the City for $5,000. We have since received notice from Washington County that our grant proposal was approved. Issue: Should the City council accept the grant that was approved by Washington County? Proposal: The grant is 90% funded and requires 10% support towards the project in financing or donations. A generous citizen has promised to cover the 10% personally with a $500 donation. The other costs which will be reimbursed are: bike racks - $1092, fixit station - $1543, $351.00 for concrete pads, and printed maps/suggestion box -$342 to be made available at the Gathering Place, as well as timed door locks - $1,671.99 for the warming house which is a total of $4,999.99. The PW department will also have some labor time spent on site preparing for concrete pads and installing the fixtures. In the future there will be some labor by PW to remove the fix -it station for the winter and store a bike rack. To sustain the equipment purchased, Cycling Scandia and PW through PRC will partner to maintain them. Fiscal Impact: The parks department is funded $13,000 for other services. Some these funds can be used to supplement the concrete forming and pouring if needed. The other expenses would be reimbursed through the grant. Options: #1 - Accept the SHIP grant from the County through MHD #2 — Do not accept the grant from the County through MHD Recommendation: Option #1 CITY OF SCANDIA RESOLUTION NO: 04-16-19-04 RESOLUTION AMENDING THE 2019 BUDGET FOR PARK CAPITAL FUND WHEREAS, in cooperation with Cycling Scandia the City submitted a Statewide Health Improvement Partnership (SHIP) Partner Project Application to Living Healthy in Washington County for the purchase of equipment to further the goal of improving cyclists' amenities and build Scandia's reputation as a cycling destination WHEREAS, the project budget would provide $3,328 for the purchase and installation of a bike fix -it station, bike racks, and an information box along with of $1,672 to provide automatic locks for access to the warming house. WHEREAS, the project budget of $5,000 requires a 10% local match which will be provided through donations or in kind services. WHEREAS, Washington County Public Health and Environment, which administers the program, has notified the City that the partner project application for Active Living Equipment has been approved for SHIP funding. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCANDIA, WASHINGTON COUNTY, MINNESOTA, that the City accepts the Statewide Health Improvement Partnership Partner Project grant, and Be it further resolved the City hereby does amend the 2019 Park Improvement Fund budget as follows: Line Item: Description Change: 404-48000-560 Furniture & Fixtures +$3,328 404-48000-510 Capital Improvement to Buildings +$1,672 Adopted by the Scandia City Council this 161h day of April, 2019.
