Re: Conservation Partners Legacy Grant Program for Expedited Conservation Projects (ECP) grant
Background: An application to the Conservation Partners Legacy Grant Program for Expedited
Conservation Projects (ECP) grant funding for the restoration at Lilleskogen Park was submitted.
The original grant request for $59,900. On 4/12, the City received notification that the Grant
was awarded for $38,270 amount after excluding items that were not eligible under this
particular grant program. The scope of the work in the project is consistent with the
Lilleskogen Park Restoration Plan that was published in 2008.
Issue: Should the City accept the grant and appropriate funds necessary for the completion of the
project.
Proposal Details:
Methods Project partners have developed a strategic approach to vegetation clearing,
restoration, and timelines. The City will utilize its bidding and contractor selection process to
identify a professional restoration service to implement the following plan.
• Year 1: Remove and treat invasive shrub species, cut shrubs in late fall and treat
stumps with appropriate herbicides, haul cut shrubs to piles and burn or chip. Cut,
treat and remove black locust trees. Selectively remove quaking aspen and other
undesirable native tree species along the wetland edge. Herbicides will include
Glyphosate and Garlon. Eradicate reed canary grass by a combination of mowing in
late June to prevent seed production and promote fresh growth, herbicide
application in August/September with Rodeo, followed by a fall burn.
• Year 2: Treat re -sprouts of invasive species with Glyphosate, monitor invasive shrubs
and hand pull or treat with herbicides, retreat undesirable native species. Treat reed
canary new growth in spring, repeat as need through fall. Monitor reestablishment
of wetland hydrology.
• Year 3: Purchase native seed mixes for wetland and upland habitats. Monitor
reestablishment of wetland hydrology. Treat remaining Reed canary. Broadcast
dormant native seed mix in late fall. Treat re -sprouts of invasive species in spring-
fall. Monitor the wetlands hydrology. Upon initial restoration, monitoring and
budgets will be adjusted to incorporate monitoring data.

Fiscal Impact: The 2019 Park Capital budget includes $10,000 for wetland restoration that can
be used for the match and for items that were not eligible to be funded through the grant.

RESOLUTION ACCEPTING A CONSERVATION PARTNERS LEGACY GRANT, AMENDING THE 2019
BUDGET FOR PARK CAPITAL FUND, AND AUTHORIZING THE EXECUTION DOCUMENTS
WHEREAS, in cooperation with the Friends of Scandia Parks & Trails a plan for the restoration of
Lilleskogen Park was published in 2008,
WHEREAS, with the cooperative efforts of the Friends of Scandia Parks and Trails and the Carnelian
Marine St. Croix Watershed District progress has been made on the implementation of the plan.
WHEREAS, the City applied to the Conservation Partners Legacy Grant Program for Expedited
Conservation Projects (ECP) grant to fund a project for the restoration of the wetland and woodlands in
Lilleskogen Park,
WHEREAS, the City has received notification of an award of a grant of $38,270 with requires the
City to match 10% of the grant amount, and
WHEREAS, the 2019 Park Capital budget includes $10,000 for wetland restoration that can be
utilized for the City's match.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCANDIA,
WASHINGTON COUNTY, MINNESOTA, that the City accepts the Conservation Partners Legacy Grant
Program for Expedited Conservation Projects grant, and
Be it further resolved the City hereby does amend the 2019 Park Improvement Fund budget as
follows:

Be it further resolved the City authorizes the Administrator and Mayor to execute any documents
related to the grant, and
Be it further resolved the City Council thanks the Friends of Scandia Parks and Trails, the Carnelian
Marine St. Croix Watershed District, and the Parks & Recreation Committee for their efforts to restore
Lilleskogen Park for the enjoyment of the public.
