Re: Tobacco License Application for Scandia Tobacco
Background:
Ordinance No. 92 regulates the sale and use of tobacco products within the City of Scandia.
Upon submission of a complete application, the tobacco sales license is scheduled for action by
the City Council which can approve or deny the license.
The application was discussed by the Council at the April 16, 2019 meeting and action was
deferred to the work session to allow for time to visit a similar facility under the same
ownership.
Issue:
Should a tobacco license be approved for Scandia Tobacco?
Proposal Details:
Osama Masoud has applied for a Tobacco Products Sales License to open a new tobacco shop
business, Scandia Tobacco, in existing vacant space at the Scandia Plaza, 21190 Ozark Avenue.
Mr. Masoud currently operates Ameers Tobacco in Centerville, and had operated Lindstrom
Tobacco until he sold it last year. Washington County Sheriff’s Department conducted a
background investigation and found no criminal history on the applicant. The license fee has
been paid, and the required Workers’ Compensation Certificate completed. Mr. Masoud
anticipates an opening date of June 1, 2019.
The application appears to meet the all the requirements of the ordinance regulating the sale
and use of tobacco products.
Options:
1) Approve the tobacco sales license for Scandia Tobacco.
2) Delay action on the tobacco license.
3) Do not approve the tobacco license.
Recommendation:
Option 1.
