8.f Public Works Staff Report - April 2019 Staff Report Date of Meeting: May 21st, 2019 To: Mayor, City council From: Adam Hawkinson, Director of Public Works Re: Public Works Staff report – April 2019 Roads and Right – of – way ➢ ROW–Brush mowing – We have finished the roadside brush mowing for this year. All roads were done one width and some roads had two passes to accomplish a 10’ width. After two years of winter mowing of the brush material, staff is making significant strides on controlling the small volunteers that have taken over the ditches. ➢ Snow – Last event for 2018-2019 season was on 4 -11/12 -19. The high-water content in the snow add to the conditions of the March flooding. Due to the extra run off from this event, in became apparent additional culverts were blocked and opening them up through jetting was required to protect road integrity and homes. ➢ Fleet – There continues to be minor issues with the JohnDeere ROW mower unit. Hydraulic leaks are the most prevalent. The tractor and mower were due for replacement in 2014 and is now rescheduled for replacement in the 2020 CIP. Staff has begun summer storage for the snow removal attachments and equipment. ➢ Roads – The roads with curbs and storm drains have been swept this spring by Washington Co. PW. Department. Staff coordinates each year to have these services performed. Oakgreen Ave., 185th, Old Marine and Parade have been graded once so far this year. Repairs to washouts and a sink hole were addressed on Pilar Rd.. Patching of potholes continues as the weather permits and prioritization allows. Mayberry Rd east of Lofton is completed as well as other odds and ends that need to be urgently addressed. Maxwill was just completed this week. Sewer – Water: ➢ Monitoring, testing, and documentation continue on the 201 system. DMR’s are completed on time. The Bliss system and the Anderson Erickson system pump times are returning close to normal after being overwhelmed this spring with the flooding and early rains. Staff will continue to monitor the impacts of the system being overwhelmed in March. ➢ Uptown – Director of PW noted the alarm the station is alarming less often but continues. Staff will check with Bolton-Menk to see if the frequency of alarming is acceptable. ➢ The Washington Co. STS crew were a great help to the City again providing services to remove overgrown vegetation along the fence lines of our sewer treatment systems. Parks: ➢ Vinterfest – Rink: Final cleaning of the grounds and storing of amenities used for the rink and festival was completed. ➢ SHIP Grant – City staff, Janie, and Carol met with the SHIP Grant representative from Washington Co. to review the details of record keeping, requests for reimbursement of funds, and the reporting processes. Staff will initiate purchases as they are approved by council. ➢ South ballfield has had a drainage issue for years. After clearing away brush last summer and additional brush this winter it was revealed that there was an original drainage ditch south of the field that had not been maintained for quite some time. After conferring with the Marine – St. Croix WSD that it was a maintenance feature, we were able to reestablish the drainage and the pond is following its intended route through the wetlands. Other: ➢ Staff cleaned up the landscapes at City Hall, the Wayne Erickson ballfield, the butterfly garden, and the Lilleskogen Infiltration bay. Pruning of the crab trees at City Hall was performed to keep the flags from coming in contact with the branches. ➢ Tennis nets were installed for the Pickle Ball and tennis courts.
