Re: 220th St. Patching needed – frost boil
Background:
On 220th St. at the address of 15670, there is a large area where the road has lost its integrity
and the road is in urgent need of repairs. The impacted area is 95’ x 23’ which needs a full patch
and subgrade correction. The road is scheduled for improvements in 2020 or 2021 but will need
a surface that can be maintained in the winter without further damage to the road and loose
debris concerns.
Issue:
Council needs to approve purchases and expenditures over $2,000.00 in the absence of the City
Administrator. For the safety reasons, it is best to take care of this failure quickly.
Proposal Details:
Staff is requesting council to approve the process of the Public Works Department seeking bids
for repairs to the roadway. The paving and substructure correction is a much larger project than
the city staff usually addresses or has equipment and experience to perform. The Director of
Public Works has contacted three contractors and would like to proceed by accepting the
lowest bid, and set a start date for the accepted contractor as soon as possible . By the
upcoming council meeting on May 21st staff may have quotes for the repairs and will submit if
possible.
Fiscal Impact:
A rough estimate at this time is about $4,500.00 – which includes, activation, safety set up,
removal of old asphalt, correction of subgrade, compaction and two lifts of asphalt patch per
our engineering specification. The costs for repairs would be charged to account #101-45000-
405 Cont. Road Maint. and Repair fund which has a current balance of about $141,000.00
Options:
1.) Approve the request and have the Director of Public Works oversee the quotes and the
reconstruction of the road section.
2.) Have Bolton Menk perform the RFQ - award and present at the next council meeting.
3.) Have the public works department perform the patching.
Recommendation:
Staff recommends Option #1 to expedite the process.
