3.c Peterson comments for discussion concerning the Meadowbrook ROWEmail received on June 4, 2019 from Curt Peterson I have a few comments that may be worthy of discussion concerning the Meadowbrook ROW: 1) I requested that Washington County staff research this ROW and they cannot find any record of an easterly extension or Meadowbrook Ave N. I have also personally researched this ROW and cannot find any easements, deeds or documents memorializing an easterly extension or Meadowbrook Ave N. 2) I spoke with friends and neighbors about this driveway. All the longstanding residents in the area say it was a gated driveway that served as ingress egress to the former Gilbertson farmhouse. 3) From the time I have purchased the property, (October of 2012 – present), I have never seen the City of Scandia plow, maintain or mow weeds on the driveway that extends easterly from the north -south portion of Meadowbrook Ave N that is north of Scandia Trail or Highway 97. 4) There was a gate on the driveway when I first bought the property with a sign attached that stated: “Private Property”. About 2 years later the gate was removed. 5) While I have owned our property at 21617 Meadowbrook Ave N, the driveway that extends easterly of Meadowbrook Ave N has not served anyone’s continuous use. In my observation the farmers that lease the land for crop production are the most common user(s) of the driveway. They use it a few times in the spring and fall. 6) In my opinion the Washington County GIS maps that show this driveway that extends easterly from Meadowbrook Ave N as a 66 foot road right of way are a mapping anomaly or cartoon with no factual basis. Since this was always an access driveway how can it become a municipal street? Especially since it has not been plowed or maintained?
