3.i Discussion on PW Director Salary
Staff Report
Date of Meeting: June 5th, 2019
To: Mayor, City council
From: Adam Hawkinson, Director of Public Works
Re: Public Works Director salary
Background:
The salary study done by the Springsted Group noted several employees were under paid for
their services as compared to Cities of the same size and densities. Mainly the City
Administrator and the Public Works Director were most impacted. In the process of selecting a
new City manager the minimum wage was raised for the City Administrator position. Wage
freezes during the housing market crash were not addressed until the 49er Union in 2015.
There were increases in wages and cost of living increases for the Union staff but not for the
management or administrative staff.
Issue:
The Public Works Director salary should be adjusted to be in line with the City Administrator
salary and the public works union staff pay and benefits.
Proposal Details:
Staff is asking the City Council amend the budget to reflect a 20% increase for the salary of the
current Public Works Director. This would address half of the pay inequity that currently exists.
Making this adjustment would be a positive step towards pay equity. Asking for half the
difference in equity this year would allow the council and new city administrator an opportunity
to adjust the 2020 budget for both salaries and receive further input from the new
administrator on the salaries study. Currently top wage in the Union is $27.45 and $28.20 in
2020. Director of PW salary is currently at $31.02 per hour.
Fiscal Impact:
$12,500 annually / $6,250 to this year end for a 20% increase.
Options:
1.) Accept the proposal of the ½ equity increase
2.) Take no Action
Recommendation:
Option #1
