3.i Discussion on update to job descriptipons Staff Report Date of Meeting: April 3, 2019 To: City Council From: Neil Soltis, Administrator Re: Update to Job Descriptions Background: The current job descriptions for the Deputy Clerk, Office Assistant, and Treasurer were last approved as follows:  Deputy Clerk – 2007 as updated to make the position full-time in 2012  Office Assistant – 2012  Treasurer – 2007 The duties for those positions have evolved since last approval. As a part of the Classification and Compensation Study the job descriptions for these positions were drafted to reflect the current responsibilities. Additionally, in reviewing the job descriptions for all of the positions Julie Urell of Springsted has recommended that the or job descriptions be updated to reflect updated Minimum Physical Requirements and Special Requirements for each job class into the corresponding job description and make changes to move skills and abilities listed under Minimum Qualifications in the job description to the Knowledge, Skills and Abilities section. These are presented for discussion and further action by the Council at a regular meeting. Serve as assistant to the City Administrator and perform a wide variety of administrative and customer service support functions with a high level of attention to detail and in a timely manner. General Definition of Work Performs intermediate administrative work. Work is performed under the general direction of the Administrator/Clerk. Continuous supervision is exercised over Office Assistant (PT). Maintains official city records such as ordinances, resolutions, code books, minutes, etc. in conformance with federal and state laws. Updates city website with information and documents as needed. Serve as Deputy Clerk, attending and taking minutes at City Council meetings and other meetings as assigned; preparing, filing and recording official notices and documents; and, signing documents when the City Clerk is absent. 5. Manages elections including recruiting and conducting election judge training, performing diagnostic testing on voting equipment, candidate filings, and publication of notices to ensure correct election procedures are followed. Serves as election lead person for the City. Assist in the preparation for and conduct of elections including processing voter registration, absentee voting, recruiting and assisting with election judge training, conducting diagnostic testing on voting equipment, and other election-related duties as assigned 6. Administers accounting and payroll functions; Enters and processes claims for payments, preparing payroll for all departments including PERA, insurance and retirement deductions, State and Federal tax reporting, W -2’s and 1099’s; maintaining special assessment data; and preparing payment of invoices for City Council review and approval. Maintain gravel roads including grading and blading, reshaping shoulders and hauling gravel, fill sand or other materials as necessary. 2. Maintain paved roadways including hauling materials, cut out patches, catch basin repairs, and pothole patching. Protect work sites and direct traffic as necessary. 3. Plow, shovel, de-ice, sand and blow snow on city-owned property, streets, and sidewalks. Page 2 of 4 Printed 3/29/2019 4. Maintain City buildings- interior and exterior, including kitchen equipment, minor plumbing and electrical repairs, painting, decorating and trash removal. 5. Clear, tree trim and mow road rights-of-way. 6. Establish and maintain road signage as per manual of Uniform Traffic Control Devices. 7. Install, maintain and remove street light decorations. 8. Respond to emergency calls involving problems with City-owned utilities. 9. Oversees and maintains sewer utilities including lift stations, repairing pumps, cleaning lift stations, maintaining lift station grounds, etc. 10. Read and record usage from meters and determines causes for unusual readings. 11. Work with utility companies to mark underground city utilities. 12. Perform mechanical maintenance of equipment including trucks, mower and lawn and landscaping equipment. 13. Determine and perform preventative maintenance and safety checks on all equipment. 14. Attend safety meetings and other training as required. 15. Perform other duties as assigned. KNOWLEDGE, SKILLS AND ABILITIES: 1. Knowledge of and skill in operation of heavy diesel and gas-powered construction equipment. 2. Knowledge of road construction and maintenance practices. 3. Ability to make minor repairs and adjustments to equipment. 4. Building maintenance skills. 5. Mechanical aptitude. 6. Ability to do some lifting, bending, climbing, reaching, overhead pushing and pulling. 7. Ability to perform job responsibilities in climatic extremes 8. Ability to work overtime or be on call as necessary and assigned. 9. Knowledge of procedures, policies and practices of sewer maintenance. 10. Ability to read meters and gauges, to be able to detect when problems are occurring and to respond appropriately. 11. Knowledge of federal and state laws, municipal ordinances, and regulatory requirements for applicable facilities and systems. 12. Ability to follow oral and written instructions; to read and interpret technical manuals and guides, and to determine solutions to a variety of operations and maintenance problems. Keeps supervisor informed of all significant matters he/she must know to perform his/her responsibilities effectively. MINIMUM QUALIFICATIONS: 1. High school diploma or equivalent education. 2. Experience in road construction and maintenance work involving the operation of a variety of road construction equipment. 3. Valid class “B” driver’s license, ability to obtain class “A” license within six months and good driving record. 4. Valid Minnesota Class E Water Supply System Operator license or ability to obtain that license within one year. 5. Valid Minnesota Class D Wastewater Operator license or ability to obtain one within one year. 6. Valid Minnesota Subsurface Sewage Treatment Provider certification or ability to obtain that certification within eighteen months. 7. Ability to respond from home to Public Works facility within 30 minutes. SUPERVISION OF OTHERS: None Education and Experience High school diploma or GED and considerable experience in infrastructure construction and maintenance, or equivalent combination of education and experience. Special Requirements Class A CDL with Tanker Endorsement within six months of hire. Class D Wastewater, Class E Water licenses within one year of hire; ISTS Service Provider certification within eighteen months of hire. Training in W astewater Sewer, Well Water, Class A CDL, Gopher State Locate. Valid driver's license in the State of Minnesota.
