The Scandia City Council met as a Board of Appeals and Equalization on the above date in the Board
Room of the Scandia Community Senior Center. Vice Mayor Chris Ness called the meeting to order
at 5:00 p.m.
Council members present: Jerry Cusick, Steve Kronmiller, Chris Ness, and Patti Ray.
Staff present: City Assessor Patrick Poshek and Administrator Neil Soltis.
Ness reviewed the ground rules for conduct of the meeting.
Poshek provided information on the sales window, levels of assessment, and basis for time
adjustments of sales.
The Board heard testimony from the following property owners:
• Marney Mostad, 11270 192nd St., Parcel 30032.20.41.0002 — The property owner stated that the
Assessor was not allowed to access the property and became verbally abusive to Assessor and
Board. The owner was requested to leave premises before providing testimony regarding valuation
• Roderick Negus, 23550 Melanie Trail N., parcel #05.032.20.14.0007 — reduction from the 8.3%
increase based on deferred maintenance and the deteriorated condition of the property
• Roderick Negus, 23120 Melanie Trail N., parcel #04.032.20.33.0010 — reduction from the 5.2%
increase based on maintenance issues and the impact of new house under construction across the
road.
• Lisa Crum, 15199 209th St. N, parcel #23.032.20.11.0009 — reduction from the 8% increase based on
increase over the past 2 cycles with no improvements to the property
• Lois Johnston, 11797 Mayberry Trail, parcel #20.302.20.42.0003 — reduction from the 14% increase
and the combined in$194,000 increase over the past 2 years with no improvements to the property
and no access to Big Marine Lake.
• Lois Johnston, 11801 Mayberry Trail, parcel #20.032.20.42.0002 — reduction from 14% increase with
no improvements since construction in 1956
• Christine Erickson, 13090 182nd St. N, parcel #33.032.20.44.0011— reduction from 9.5% increase
based on deteriorated condition of garage which is being relocated and failing septic system which is
being replaced.
• Thomas Owczarzak, 19000 Maxwill Ave. N, parcel #29.032.20.11.0018 — reduction from 7% increase
• David & Nanci Voyda, 23920 Morgan Ave, parcel #04.032.20.21.0005 — left meeting before providing
testimony regarding valuation
• John Krueger, 12199 205th St. N, parcel #20.032.20.41.0004 — reduction from value based on
inability to sell with significantly lower sales price and deteriorated condition of the property with
estimated cost to repair of $500,000
• Ronald & Sandra Savino, 14085 205th St. N, parcel #22.032.20.14.0006 — reduction from 29%
increase based on incomplete work on addition and garage and basement finishes removed from
storm damage.
• Timothy Bolton, 19780 Maxwill Ave. N, parcel #29.032.20.11.0014 — reduction from 16% increase
which was related to a change to increase the grading on the quality of construction.

• John Lindell, 11240 218th St. N, parcel #18.032.20.11.0009 — reduction from 10.6% increase based
on impacts from adjacent mine operation and lack of comparable values in county records
• Cheryle Nelson, 34 S. Dakota Ave, parcel #26.032.20.32.0007 0 reduction from 20.6% increase on lot
with no improvements on a small lake will limited recreational.
No further testimony was heard and the Board deliberated on the requests with the following
recommendations:

$400,000 to $1,298.900
• Ronald & Sandra Savino, 14085 205th St. N, parcel #22.032.20.14.0006— no change in valuation
• Timothy Bolton, 19780 Maxwill Ave. N, parcel #29.032.20.11.0014— no change in valuation
• John Lindell, 11240 218th St. N, parcel #18.032.20.11.0009 — reduction in valuation of $14,100 to
$314,600
• Cheryle Nelson, 34 S. Dakota Ave, parcel #26.032.20.32.0007 — reduction in valuation of $12,000 to
131,600
A motion to modify the valuation as noted was made by Kronmiller and seconded by Ray. Vote 4-0.
Motion carried.
Poshek reviewed valuation changes that he was recommending based on discussions with property
owners in advance of the meeting. Poshek recommended the following:
• Patricia Pelto, 1099 Pelto Path, parcel #34.032.20.22.0028 reduce the value from $446,400 to
$406,700. Motion by Ray, seconded, by Cusick, to reduce the value to $406,700. Vote 4-0. Motion
carried.
• Michael & Darlene Schueller, 19203 Layton Ave. N., parcel #30.032.20.44.0013 reduce the value
from $519,100 to $502,700. Motion by Ray, seconded by Cusick, to reduce the value to $502,700.
Vote 4-0. Motion carried.

$381,800. Motion by Kronmiller, seconded by Ray, to reduce the value to $381,800. Vote 4-0.
Motion carried.

$493,300. Motion by Ray, seconded by Cusick, to reduce the value to $493,300. Vote 4-0. Motion
carried.

$445,000. Motion by Ray, seconded by Ness, to reduce the value to $445,000. Vote 4-0. Motion
carried.
The Board reviewed a listing of valuation changes that Poshek recommended based on discussions
with property owners in advance of the meeting that had been entered into the County's valuation
system.
