City of Scandia Parks and Recreation Committee
Monday, June 3, 2019
Members Present: Terry Gorham (Chair), Carol Schwinghammer, Cami Van Abel, Greg Zauner, and Patti
Ray (City Council Representative)
Members Absent: Dustin Hegland (Vice Chair)
Staff Present: Judi Negus (Office Assistant) and Adam Hawkinson (Director of Public Works)
Chair Gorham called the meeting to order at 7:02 p.m.
PUBLIC FORUM
Janie O’Connor addressed the Committee and presented a check for a donation in the amount of $500 from
Kelli Carlson to benefit Cycling Scandia projects identified in the recently approved SHIP grant. The donation
is in memory of Carlson’s children biking to Scandia Elementary. O’Connor also shared pictures from the
June 1, 2019 Cycling Scandia geo tour.
Motion by Schwinghammer, seconded by Van Abel, to recommend acceptance of the $500 donation from
Carlson. The motion carried 4-0.
Pam Smith approached the Committee to introduce herself as a representative of Scandia Heritage Alliance.
APPROVAL OF AGENDA
Motion by Zauner, seconded by Schwinghammer, to approve the agenda. The motion carried 4-0.
APPROVAL OF MINUTES
Zauner identified an error in the timelines for continuation of Lilleskogen’s Park Restoration Plan. The goals
for spring through fall 2021 are to respray growth.
Motion by Van Abel, seconded by Zauner, to approve the corrected May 6, 2019 minutes. The motion
carried 4-0.
REPORTS
Chair Report
Gorham informed he attended the May 21, 2019 City Council meeting. The Council approved offering the
proposed six-week yoga program. Gorham shared the Council had liability concerns regarding extending
warming house hours. Hawkinson will address the concerns at a future City Council meeting. Gorham
shared the Scandia-Marine Lions’ Taco Daze planning is underway; Gorham will work with the Lions to
organize the third annual pickle ball tournament. Gorham reached out to Lion Lynnette Welsch who agreed
the Parks and Recreation Committee should return to organizing future Vinterfest events.
Motion by Zauner, seconded by Gorham, to recommend the Committee sponsor and organize future
Vinterfest events. The motion carried 4-0.

Public Works Director Report
Hawkinson provided a written report and noted a part-time seasonal maintenance worker is scheduled to
start employment on June 6, 2019.
Hawkinson noted the City would save money and time by replacing the current bleachers at the Wayne
Erickson lighted ball field, rather than moving the current bleachers and placing them on concrete pads .
Also noted was the condition and safety of the current bleachers.
Hawkinson informed the proposed trail at Bone Lake would need to be relocated. The proposed trail is
located on DNR property. Ray offered Bone Lake Association partner with the DNR to pursue permission to
use the current proposed trail.
OLD BUSINESS
Proposal for Capital Improvement Planning
Gorham provided Committee members with a list of current recommendations for parks capital
improvement. Upon review, the Committee agreed to increase the proposed budget to:
$30,000 - pavilion at Lilleskogen
$4,000 - signage at Lilleskogen
$8,000 – relocation of Settlers Monument
$20,000 - improved concession stand/equipment storage room
Hawkinson noted the current Fixed Asset Listing for 2018-2022 Capital Improvement Program included
additional capital improvement plans, such as Zamboni replacement, playground equipment, lighting and
fencing.
NEW BUSINESS
Park Signage
Hawkinson noted three City parks do not have signage or are in need of replacement. The parks included
the t-ball field, south ball field and Lilleskogen. Committee members agreed the t-ball field sign should be
replaced at an approximate cost of $500.
Promotion of Advertising at Ball Fields and Hockey Rink
Ray suggested the Economic Development Authority breakfast meeting would be an ideal opportunity to
solicit advertising by businesses at the hockey rink and/or lighted ball field. Van Abel offered to draft an
article soliciting businesses to advertise at the ball field and rink for Negus to publish on the City’s website
and Facebook page.
Vinterfest
Gorham asked Committee members to consider ways to enhance the annual Vinterfest community event
and bring suggestions to the July meeting. Additional expenses need to be taken into consideration when
making recommendations for the 2020 budget.
