Summary: On May 28, 2019, a Washington Conservation District (WCD) watercraft inspector discovered
6 zebra mussels in Bone Lake, Washington County at the public water access while performing an early
detection survey using an aquascope underwater viewer. The cluster of zebra mussels were attached to
sticks underneath the access dock in about 2-3 feet of water. Weekly access searches are conducted by
WCD as part of a Washington County Prevention grant, with no zebra mussels found the week prior. The
WCD notified the Comfort Lake Forest Lake Watershed District (CLFLWD) and photos were submitted to
the MNDNR for confirmation (see Photo 1 & 2). Based on the size of individuals (approx. 7-8 mm in shell
length) and timing of discovery, juvenile zebra mussel were likely introduced to the public access in
Bone Lake this season hitchhiking from an infested waterbody.
Additional shoreline searches were conducted by CLFLWD, Emmons and Olivier Resources (EOR) staff
and Blue Water Science on May 28 and 29 (see Map 1 & 2). On May 31, the MnDNR conducted SCUBA
and snorkel searches near the public boat launch and areas adjacent to the reported infestation site (see
Map 3). Approximately, 4 hours were spent checking submersed plants, rocks, debris in 0-9 feet of
water. SCUBA efforts were concentrated to the public access. A total of 50 search hours were spent in
Bone Lake with no additional zebra mussels discovered across all surveys.
CLFLWD will continue to monitor for zebra mussels during the open water season and may pursue a
DNR Pilot Project to treat near the public boat launch. Bone Lake will be added to the Designated
Infested Waters list as infested with zebra mussels and reported in EDDMaps Record ID 8162653.

The term of office for Comfort Lake-Forest Lake Watershed District Manager Wayne Moe, Scandia,
expired on September 23, 2018. At that time, Mr. Moe expressed his willingness to continue to serve as
a manager, but was not interested in being reappointed for a new, full three-year term. By law, Mr.
Moe is able to continue to serve on the watershed district board until a replacement is appointed by the
county board. Mr. Moe recently notified the county and watershed of his interest in no longer serving
on the watershed board. Mr. Moe will continue to serve until the county makes the replacement
appointment, but asked that the County start the process of finding a new manager. The county is
certainly grateful for Mr. Moe’s service and willingness to stay on during the appointment process.
State statute provides that the county board will select watershed district managers from lists of
nominees submitted by the municipalities that are wholly or partially in the watershed district. We ask
that you provide a list of nominees to the county by August 7, 2019. The county board will also provide
the appropriate public notification of the opening and then proceed to appoint a manager through its
open appointment process.
If you wish to submit a list of nominees for consideration, your joint or separate list should be sent to me
prior to August 7, 2019.
A copy of the County's advisory board application form is enclosed. Please duplicate it as necessary.
