9.a Community Center Kitchen Rental Agreement Staff Report Date of Meeting: June 18, 2019 To: Scandia City Council From: Brenda Eklund, Deputy Clerk Re: Community Center Kitchen Rental Agreement Background: In response to a request for the rental of a commercial kitchen for preparation of food items being sold to the public, the City adopted a policy to rent the Community Center kitchen on an hourly basis to those who meet the requirements of the City’s agreement. Since 2013, there has been one kitchen rental agreement with a local candy maker, who ended their operation in 2015. Issue: Cindy Wald has requested to enter into an agreement for renting the Community Center kitchen for 4 hours on Thursdays for her business, Atomic Meals. Ms. Wald has completed the attached rental agreement. Ms. Wald will be at the Council meeting to answer any questions. Proposal Details: Upon the City’s approval, a security deposit of $50 would be collected and held for the duration of the agreement. The agreement requires kitchen time be reserved and payment received in advance of the renter’s use of the kitchen. The renter understands that scheduled events using the kitchen take priority and Ms. Wald noted her flexibility for accommodating this. Ms. Wald is a Certified Food Protection Manager and has completed food protection training. A Certificate of Insurance naming the City as an additional insured under her general liability insurance policy will be collected from the renter prior to commencing any activities under the agreement. Fiscal Impact: The cost per hour for kitchen use for a resident is $12. Ms. Wald proposes 4 hours a week. The agreement is ongoing until terminated. Options: 1) Approve the Community Center Kitchen Rental Agreement with Cindy Wald conditioned on providing a Certificate of Insurance naming the City as an additional insured. 2) Amend and then approve the Community Center Kitchen Rental Agreement with Cindy Wald conditioned on providing a Certificate of Insurance naming the City as an additional insured. 3) Do not approve the Community Center Kitchen Rental Agreement. Recommendation: Option 1.
