Re: Assessor Services Contract
Background:
Frank Langer began as Assessor for New Scandia Township in 1976. In February he announced he
would be retiring effective May 15`. At the March work session the Council agreed to have the
Mayor, Council member Hegland and I meet with Dan Raboin and Chase Peloquin to discuss one of
them providing assessment services. They had both previously been work with Frank in Scandia.
Issue:
Should the Council approve the agreement with Chase Peloquin?
Proposal Details:
After meeting with Raboin and Peloquin on March 11 th, the interview team is recommending the
Council approve a contract with Chase Peloquin for assessment services. The proposed contract was
created by the City Attorney and reviewed by Chase. It is for 5 assessment years, has a base pay of
$20,615 with $10 additional for each residential building permit application submitted to Chase for
review of value adjustments each year. The fee would be paid in monthly installments of $1,500 with
the balance billed in February each year. This is similar to how we paid Langer in the past.
There is a 90 day termination notice for either party.
Fiscal Impact:
Staff anticipates close to a $4-5,000/yeas savings (depending on # of permits) compared to prior
arrangement.
Options:
1) Approve the agreement with Chase Peloquin
2) Amend and then approve the agreement with Chase Peloquin
3) Seek other proposals
