Re: Public Works Director Resignation, Job Description and Hiring Process
Background:
Tim Kieffer submitted his letter of resignation on April 15th. He is required to give a 30 day
notice so his last day will be May 15th
Issue:
Should the Job Description for the Public Works Director be updated before advertising the
position? What is the hiring process?
Proposal Details:
A copy of the resignation letter is included in your packet. The Council should first accept the
resignation.
A copy of a proposed updated job description is in your packet. The changes can be found on
the last page. I'm proposing to update the qualifications to meet some of the new sewer
requirements the City has taken over since Tim started. Also, some preferred qualifications are
suggested to help improve the candidate selection process. It is typical that a public works
director would have some level of higher education. I've also included some additional
qualifications (tree inspector) which Tim has and we have had to use over the last couple years.
Lastly, it was updated to reflect the additional maintenance worker that was added last year.
I would propose the following hiring timeline/process:
April 24, 2015: Advertisement posted on City and LMC websites
May 2, 2015: Advertise in local paper
May 22, 2015: Applications due by noon
Week of May 25: Administrator narrow applicants to top five, interview, and select top three to
take Wonderlic pre-employment tests*
Week of June 1: Council interview three finalists
June 16, 2015: Council approve hire contingent upon all background checks and drug/medical
tests
Early July: Start date for new hire
*Wonderlic is an online assessment tool used to help evaluate applicants' cognitive skills,
writing skills and other abilities. The City of Forest Lake uses their services. The cost for
personality, motivation, cognitive and writing skills testing would be $625 for this vacancy.

Recommendation:
Accept Kieffer resignation.
