5.b) Public Works Staff ReportSCANDIA PW Staff report: June 2019 report 7-1-19 To: PRC From: Public Works Director Summer Part-time employee: Steve is doing a very good job for us in his first full week. He has finished his safety training and will be focusing on catching up with mowing, weed whipping, and dragging ballfields and other park maintenance needs. Lilleskoaen: Staff has contacted Prairie Restorations and Minnesota Native Landscapes to request quotes to initiate the removal of the invasive species and begin using the grant. The clover planted last year has come in really nice. There seems to be little improvements or maintenance to the butterfly garden. PRC should visit the site to see if it meeting the expectations of the MOU. Liahted Ballfield: Preparations are being done to be ready for the men's fast pitch softball tournament. New base sets are being installed. Over the years some have disappeared. The field has been used by the Forest Lake HS Girls team as well. Staff urges the PRC to come up with creative ways to advertise Scandia's field for use and promote the advertising opportunities at the field. Staff has one bid for installing concrete under the existing bleachers. The estimate does not include raising or moving the bleachers. There is concern the integrity of the existing structures would be compromised in the moving process so the contractors will not include moving the bleachers in the bids. One more quote from another contractor is anticipated shortly. Hav Lake Pavilion: Water Staff worked with legal council to draw up an agreement with Washington Co. Historical Society (WCHS). A draft is ready for review by PRC and City Council. SHIP Grant — Cycling Scandia — Warming House: Installation of the door locks and cameras is complete. The company will do instructional training with the PW staff for the operation of the of the devices. Staff will submit the agreed upon costs to the grant for reimbursement. Bike racks have been purchased for the Warming House area as an accessory to the site for cyclists that visit the building and for youth that ride their bikes to the area for other recreational opportunities such as the skateboard park. Path — T -Ball / Community Center: Final grading and seeding will commence once the ground has dried up enough to do the final grading, seeding and blanketing. If the weather forecasts are correct it could happen the week of 6- 17-19. Tennis courts: The tennis net to the East end of the courts was damaged by inappropriate operation of the tensioner. The cable casing is shredded and net will need to be replaced at some time. In anticipation of the Taco Daze activities, staff has purchased another net incase there are issues with the reinstalled damaged net. Terri will be shown where the net is in case it is needed during the tournament. Warmina House - rink addition: Staff has confirmed there is no longer a connection between the warming house and City Hall. The points of entry into the tank have been capped and the lines vacated. The rink expansion project is ready to move forward. During inspection and cleaning of the lines, Smilies removed approximately 5 feet of root mass from the tank and lines. The roots from the adjacent silver maple will continue to impact the tank and lines in the future. Bone Lake Park: Members of the Bone Lake Association are moving forward with wood chipping a pathway in the park North of the DNR property. The initiative is being led by Patti Ray and 22 other volunteers. The PW staff will be delivering the woodchips to the ditch area off Lofton. It is anticipated to use about 100 cu. yds. of wood chips. They are considering doing the project in two stages.
