Re: Hay Lake water connection with WCHS
Background:
In 2018 the City's PRC approached the Washington County Historical Society (WCHS)
about accessibility to their water well to supply water to the Hay Lake pavilion. They
were open to the concept and agreed to start the process of negotiating the connection
terms. Water at the Hay Lake pavilion would provide more opportunity for additional
uses of the space and provide hydrating resources to passing visitors.
Issue:
Creating a water connection between WCHS school house building adjacent to the Hay
Lake Pavilion along with establishing an agreement.
Proposal Details:
The MN Department of Health provided the City a report from 2015 with details of
requirements and recommendations the WCHS needed to complete to be compliant.
We are told the items mentioned have been corrected. Even so, the City would need
confirmation of the corrections before entering into an agreement. The City attorney has
drawn up a draft of the agreement and would like both PRC and City council to review
before sending it the WCHS.
Fiscal Impact:
For the initial improvement the PRC has capital funding to make the connection. Quotes
will need to be obtained for the accurate numbers. Contractors have given staff
guesstimates which come to about $10,000 not including the concrete pad or the
drinking fountain. Staff may be able to coordinate the pad pouring with the pouring of
the bleacher pads at Wayne Erickson fields to save the transportation fee. WCHS may
wish to charge an annual usage fee which could be applied to the Park budget for 2020.
