Date of Meeting: June 18th, 2019
To: Mayor, City council
From: Adam Hawkinson, Director of Public Works
Re: Public Works Staff report — April 2019
Background:
The hockey rink and open rink are well attended during the ice-skating season. There is a mix of users such as
the older hockey players —13 years old and up, youth hockey players, 12 and below, and recreational skaters.
This creates a conflict for use and competition for space.
Issue:
Should Scandia expand it open rink?
Proposal Details:
PRC has proposed the removal of three spruce trees and their stumps and creating additional space parallel to
the existing hickey rink. A map of the proposed area is attached. There would be some grading and excavation
as well to create a minor depression to contain the water during the flooding process. There would need to be
space between rinks for snow storage and the tent that is normally set up for the Vinterfest hockey
tournament.
Fiscal Impact:
Total cost of the project is between $2,500 and $3,500 depending on how busy the contractors are currently
Options:
1.) Approve the rink expansion and the funding to perform the grading and tree removals.
2.) Don't approve.
Recommendation:
Option 1
