7.a2 Lilleskogen Story Boards Staff Report Date of Meeting: 8-20-19 To: Mayor, City council From: Adam Hawkinson, Director of Public Works - PRC Re: Storyboards for Lilleskogen Path Background: Last year the Forest Lake School District and the City of Scandia had discussed ways to engage students to participate in an outdoor educational experience since they were located very close to Lilleskogen Park. This then became a discussion point for the PRC. Patti Ray, staff, and the PRC members mapped out a route to install stands for interpretive storyboards along the current pathway in Lilleskogen. The students will start their story at stand #1 and it would progress through to stand #6. There would be an to acknowledging the contributors to the interpretive story and additional information about the storyboards on ½ of the 6th stand. The story will change every two weeks. During Lilleskogen grant discussions last year, the DNR grant staff had noted that it was in support of such features and cooperative projects between the City and other organizations to promote parks. Issue: Does the City want to support the Storyboard pathway project? Proposal Details: The storyboard information is sustained by the local elementary school and the City would provide the stands and the service of mounting the stands. The PRC has recommended moving forward with the project and has full support of the school’s principle Julie Greiman who will facilitate the coordination of the story’s changing. The City would purchase the stands for the stories to be mounted in, secure them to 4 – 2’ - 4”x6” treated timbers set into the ground, and the school would be in charge of managing the contents and rotation of the story information within the stands. Fiscal Impact: The stands cost: 145.00 ea. X 5 = $725.00 = shipping (one is being donated) The timbers and fasteners cost: $30.00 each X 8 = $240.00 (2’x2’ pad) Total cost without labor: $965.00 The funding would come from the undesignated Park CIP funds which is well funded. Options: 1. Accept the PRC proposal and fund the storyboard project 2. Not accept the project Recommendation: Options #1
