8.d Engineering Updates 8-20-19 City of Scandia Engineering Updates 8/20/2019 Engineering italics = old information • Comprehensive Plan Update  The Met Council has called the Comp Plan complete. The Met Council has 120 days to take action on the plan (by October 29th). It is scheduled for review as follows: • Community Development Committee - September 16th • Environmental Committee – September 24th • Full Metropolitan Council – October 9th  We expect the plan to be approved as is on October 9th.  Following the Met Council approval, the City Council will need to adopt one last resolution formally adopting the plan. We will have this prepared for the October 15th City Council meeting. • 2018 Street Project  Contractor’s Request for Payment No. 8 and Final will be on the agenda as a separate business item. • Gateway State Trail Extension  Specific Property owner meetings have been held on 10/31/18 and 11/14/18, ongoing coordination has continued to occur.  All wetland & preliminary field survey work has been completed including completion of the wetland delineation report. TEP meeting was held on 11/30/18.  Attended a Technical Design meeting with the DNR & City Staff on 12/19/18 to discuss project constraints along CR 52, thus a meeting with the County has been scheduled for 1/11/2019 to presents options.  timPublic Open House held on March 19, 2019 was well attended and a lot of support for the project was shown. Inquires of concerns were addressed by the DNR along with a lot of long-term planning questions were received.  DNR, Washington County, Design Staff met on April 9, 2019 to discuss what Washington County will require where the proposed trail runs adjacent to County Road 52. These requirements will be a significant amount of work scope change so we need work through with the DNR on who will be completing what tasks prior to proceeding.  First draft of final plans and specifications were sent to DNR for comments on Monday June 10, 2019.  DNR has completed review of plans and specifications and suggested no revisions. There will be remaining fund to the agreement with the City, which could potentially be applied to future design work if the same process was desired when additional design dollars are appropriated to this project (timing unknown at this point). • Bliss Addition Stormwater Planning  Includes 190th Street N, 189th Street N, Layton Ave and Larksupur Ave N circle area.  Public Outreach meeting being held at City Hall with the adjacent property owners prior to the City Council meeting, on April 16, 2019, from 5:30pm – 6:30pm.  Existing conditions model is complete and proposed drainage solutions have been initiated. The project design team is currently preparing a schedule for completion, including interim team meetings to update the group and present preliminary drainage solutions, a second public meeting to inform residents of progress and gage reaction to the proposed solutions, and a final public meeting/city council meeting to present the final report.  Met with watershed district on 8/2 to discuss preliminary options for expanding regional water storage, restoring infiltration capacity and improve water quality. The watershed made some great recommendations for managing overall project costs and those options are currently being explored. Preparation for the public meeting has begun. The project team will be prepared to discuss the current issues in the neighborhood and opportunities to improve drainage throughout. • Bliss Drainfield System  Been working on gathering information and will start to review results so the Nitrogen Mitigation Plan can be prepared for MPCA approval within on year of permit issuance.  Waiting to hear results of discussion between the City and MPCA about the possibility of drilling a new monitoring well to replace GW004. The nitrogen memo and application renewal of the permit is due 180 days prior to the permit expiration which is September 2019, existing permit expiration date is in February 2020.  Have analyzed Discharge Monitoring Reports (DMR) data from the past 10+ years to see if we can isolate where the issue starts. Appears that nitrite + nitrate levels in GW004 fluctuate correspondingly with levels in LS 4 (post-sand filters)  May be recommending some additional nitrogen testing be done before and after the sand filters (in Lift Stations 3 and 4) for at least a few weeks.  Working with Public Works to determine what issues within the piping & valving of the system leaving LS 3 have been detected and/or solved. Any such issues need to be resolved before we can proceed with the overall issue of how nitrogen can be dealt with. • Bliss Control Panels  Quote package is in the process of being prepared, however waiting to obtain some field information prior to finishing. Also considering the costs to complete a radio SCADA telemetry study, once costs are estimated separate discussion will be held with the City.  Electrical Engineer is the process of working on final electrical plans/specs.  Request for Proposals will be sent out in the next 1-2 weeks to multiple electrical contractors. A variety of approved controls suppliers will be listed, including the two specifically requested by Adam: Automatic Systems and Connelly. All proposals will be measured against the price provided by Automatic Systems, since they installed the SCADA at Lift Stations 3, 4, Anderson/Erickson, and the master SCADA panel at Public Works. • Community Water Study (Fire Station Area)  Have been corresponding with City Staff and Fire Chief regarding desired fire flows. Chief was ultimately able to give us the ISO report from which the fire flows to meet insurance requirements are determined. We’ve come to an agreement on what the expectations are for fire flows that could/would be supplied within the proposed system.  Working on final determination of the size of storage tower that would be required and cost estimates associated with the water supply & storage pieces of the system.  We are also working on laying out the proposed water distribution system and the costs associated with that piece. • Capital Improvement Plan  Completed a road tour with Public Works on March 29, 2019 to review roadways for consideration for the planned 2020 Street Improvement Project. Process of preparing cost estimates of road segment candidates for future discussions at Capital Improvement Committee Meetings.  Attended the May 15, 2019 Capital Improvement Plan Committee and presented 5-year road improvement plan and provided updates/information for both the Bliss System and the Anderson- Erickson System.  Prepared additional information for the June 13, 2019, Capital Improvement Plan Committee that included cost estimates for all the roads currently rated 5-6 on the PASER Road Rating map.  Prepared additional information for Neil to include the complete budget for final recommendation from the Capital Improvement Committee on July 9th. • Sump Pump Inspection Program  Sump Pump Inspection Mailer was prepared to be sent out to the properties that will need to complete a sump pump inspection. Appointments are being offered on Tuesdays or Thursday in August from 7:00am to 7:00pm and the following Saturdays on August 17th and September 7th from 7:00am – 11:30am. The inspections will be completed by employees from Bolton & Menk, Inc. and will be wearing ID badges.  Inspection are in progress based on appointments requested. • Washington County’s first Bicycle and Pedestrian Plan  I have volunteered to on the Technical Advisory Committee (TAC) group for the first Washington County Bicycle Pedestrian Plan. Our fist TAC meeting was scheduled for, Wednesday, August 14th.
