8.f Public works staff report - August 20th 2019August 20th, 2019 Public Works Staff Report – July 2019 Roads and Right – of – way Roads: The gravel roads are in the process of receiving their second round of dust control. Cedar Cliff has opted out of their second treatment and Oakgreen is being re -treated with the solids which are blended into the first 3” of the gravel road surface. Results have been good. Video was taken of a car passing by on 8-13-19 before the second liquid application and there was no dust raised behind the vehicle. Patching was completed on several roads where late degradation had occurred. PW has performed ditching along 195th to alleviate ponding in the ditches and allow better flow of the culverts. PW staff continued shouldering of roads to help support their edges. We will use approximately 15% of the gravel budget on this process. Tornado - Trees: PW staff responded to the tornado damaged area. The county hauled a total of 50 tandem loads and the city hauled a total of 167 loads totaling approximately 2390 yards of brush with an additional 250 yards by Helke and 90 yards of chips dumped at the PW yard. The total cost to the City for labor, fuel, and subcontracting is approximately $14,860. We thank Washington County Emergency Services for their contributions with coordinating their Public Works department staff and the STS crews to aid in the cleanup efforts. PW addressed 6 other tree down instances not related to the storm. Culverts: PW has two culverts to replace that are scheduled. One on Meadowbrook Ave. N. and one on the end of 223rd. These are old driveway culvert that have deteriated. Sewer – Water: Bliss: The I & I study has begun. So far there have been no reports of sump pumps connected to the system. The PW department will also be proposing raising residential pump vault lids in individual yards to further resolve the I&I issues. Staff would notify the residents prior to the raising of the covers. The project would be targeted at those covers which are at ground level or in a low-lying areas that have been determined to leak due to their level in the yard and lids that are without a seals. The treatment area has been mowed for its second time this year. Jetting of the sand filter has been completed. The filter closest the pump station had the most sediment. Staff will focus on using the western two filters that seem to be the least used. There is a cracked flange on a ball valve in the valve box for pump station three. Staff is in the process of getting quotes to have the valve replaced. One pump was replaced for a resident in the bliss area. Parks: Lilleskogen: Staff received a quote from Prairie Restorations and is waiting for Native Landscapes to submit a quote. Story board stands are being proposed for along the pathway in Lilleskogen. It is a cooperative effort between the school and the city. Skate Park – Warming House: PW staff assembled and installed the new skate board ramps. There were users soon after all the structures were in place. Feedback so far has been positive. Lighted Ballfield: The men’s softball fast pitch tournament was a success. Positive feedback from the participants about the field. There were 8 teams that participated this year and the plan is to continue for next year. Hay Lake Pavilion: Water The City’s legal department is in talks with the Washington County Historical Society on the contract for the water use. There should be a proposal before council shortly. SHIP Grant – Cycling Scandia – Warming House: The bike racks and Fix-it-station have arrived at the City. Installation sites for the structures has been established. Installation will begin as soon. Documentation for the purchases have been submitted to the SHIP grant staff for reimbursement. Other: ➢ PW performed preparations for the annual Fat Cat race. Staff assured LHL was prepared and secured, mowed park areas, performed the street maintenance, and added a safe entrance to the parking area for the event. ➢ Repairs were made to the freezer in the kitchen. It was not defrosting properly.
