Re: Warming House Access Control
Background:
The City recently engaged Low Voltage Integrators (LVI) to install cameras and automatic door
locks on the warming house. Both the cameras and doors can be controlled from the Public
Works Director's phone and Colleen's desktop in the office.
During installation, we discussed other options for accessing the warming house for not only
cyclists, but rink attendants and renters. For a minimum investment a Keypad/Reader can be
installed to the existing Access Controller on the street side door that will allow access by a
code. Keys will no longer have to be given out or tracked by staff, or locks rekeyed periodically
for security as the code can be given out and changed easily.
Issue:
Should the City invest in installing a Keypad/Reader to the Warming House?
Fiscal Impact:
A quote was received from LVI for $781.29 to install a Keypad/Reader as well as all installation
hardware, complete installation, and education to onsite management. There is available
money in the Parks Misc. Contractual Budget.
Options:
1) Accept the quote from LVI and proceed with installing a Keypad/Reader Access Control
2) Do not approve the installation and expenditure.
Recommendation:
Option 1.

The contractors shall not be liable, as regards to the completion of the work, for any delay which may be caused by reason or on
account of any strike of workmanship, any Act of God, unavoidable accidents, inability to secure materials or to use materials in
the performance of the work by reason of laws or regulations of the united Stales of America or the State of Minnesota, or any
other circumstance beyond their control, other than the want of funds. No such delay shelf be deemed a default on the part of the
conlractors, and. In the event of any such delay, the contractor's time limit for performance of the work shall be correspondingly
extended, This Contract shall be deemed null and void if not signed within thirty days.
