Box 188 • Scandia, MN 55073 • Tel 651.433.2150 April 23, 2015 Scandia City Council c/o Ms. Kristina Handt 14727 209' St. Scandia, MN 55073 re: upcoming CMSCWD projects Dear City Council Members: RECEIVED APR 2 4 2010 - CITY OF SCANDIA I would like to update you on status of several proposed Watershed District projects for the 2015 building season in Scandia as well as others in the near future: 1. Ravine Reconstruction on 197"i St.: The District has been reviewing its alternatives since preparing feasibility studies and costs for several options to repair damage to an existing ravine and wetland in this area. Currently the Board has directed me to prepare final construction drawings and bid documents to do all work within the existing ravine but not to include re-routing the stormwater pipe onto the City street right -of way. The estimate for this work is $55,000 plus the cost of repairing the wetland below the slope. The Board has chosen this option to save costs and to reduce the amount of tree removal in conjunction with the project. The additional cost to re-route the pipe onto the City street is currently estimated at $65,000 and would be best included into a road project that the City could anticipate within several years when it would reduce these costs as part of such a larger project. 2. Sand Lake Iron Enhanced Sand Filter: CMSCWD received grant funding in 2013 for water quality projects to protect Sand Lake. We have identified a good location for this project on property owned by Dean and Dan Lindgren on the north side of Sand Lake. The proposed site is just east of the cul-de-sac on 197t' St. N. The project would divert some high water flows from the creek feeding Sand Lake through an engineered bed of sand/iron mix that removes over 90% of the dissolved phosphorus from these flows before returning them to the lake. 3. Olinda Lane Iron Enhanced Sand Filter: This same technology would be used in a similar project off of Olinda Lane in the Goose Lake watershed where construction may e-mail 1Shaver(a)CMSCWD.org website www.CMSCWD.org not be scheduled until 2016. CMSCWD has grant funding for this project as well as several others to improve water quality in the Goose Lake watershed over the next 3 years. 4. Log House Landing: Steve Kronmiller will be leaving the Watershed District as a Board Manager in June. However, the CMSCWD Board has requested, and Steve has agreed, to continue efforts to ensure this project moves forward. We are waiting for information from the DNR about what we can do, and what they are willing to help with in regard to repairing the boat ramp and landing areas. Pam Smith is heading up an effort to gather information about alternative road surfaces. She is arranging a visit by the "Gravel Guru". When this trip is arranged, we will like both the Watershed Engineer and the City Engineer to meet with him to discuss the alternatives so they can formulate in informed opinion. Christine Maefsky has volunteered to head up a small group who will look into alternative funding sources. Several people have expressed interest in helping seek out and apply for grants that might exist. Not much "real" work will take place until we have heard back from the DNR and the "Gravel Guru." We are currently in discussions with property owners at both the Sand Lake and 197th Street projects to acquire easements for both construction and maintenance. It would be appropriate that the City be named on these easements also. In addition, the District would like to discuss future maintenance agreements with the City for these projects. The work for 2015 is scheduled to start this fall and I will be submitting plans to the City soon so that we may review permitting requirements. The District Engineer and I can be available at your convenience if you have any questions or need any more detail prior to receiving the plans.
