5.m) Staff Report-Made in MN Agreements Staff Report Date of Meeting: May 19, 2015 To: City Council From: Kristina Handt, City Administrator Re: Made in Minnesota Solar Incentive Program Background: At the February work session the Council directed staff to work with Duane Hebert from Novel Energy Solutions to apply for a Made in Minnesota Incentive to install panels on the roof top pf city buildings. Last month we learned that the application for installation of panels at the fire hall was approved by the Department of Commerce. Issue: Should the City approve the Made in Minnesota Solar Incentive Program Notice of Assignment and Installation Agreement? Proposal Details: The City attorney has reviewed the agreements and determined they are ok to sign. The final binding legal contract will be the Solar Power Purchase Agreement (PPA) between the City and Novel. The City Administrator and Attorney still need to review this document and terms need to be negotiated. Installation must be by the end of the year so we have time on this. However, the first two documents referenced must be submitted to the Department of Commerce by June 1 in order to retain our funding. Fiscal Impact: The solar incentive is $0.15 per kWh. The proposed project for the fire hall is about 40 kW capacity. Options: 1) Authorize the City Administrator to sign the Made in Minnesota Solar Incentive Program Notice of Assignment and Installation Agreement 2) Do not authorize execution of agreements. This will likely result in Scandia forfeiting funds. Recommendation: Option 1.
