3. Minutes 04-27-15Scandia Capital Improvement Committee April 27, 2015 The meeting of the newly formed Scandia Capital Improvements Committee met at 7:00 p.m. Committee members present were: Brad Borg, Dustin Hegland, Lisa Schlingerman, Cristina de Sobrino, Mike White and staff members Kristina Handt, Tim Kieffer and Colleen Firkus. Public Works projects in the 2016-2020 Capital Improvement Program were reviewed first starting with a road tour and site visit to: 237th St -Novak Ave -236th St 228th St and Mallard Ave 230th St and Kirk Ave 202nd St, Orwell Ave, Orwell Ct Old Marine Trail and 195th St Public Works Shop, 15040 Scandia Trail N. Public Works Director Kieffer explained at each stop the reconstruction plan for each road and answered questions. City Administrator Handt explained there is a new detailed, road specific plan for reconstruction projects in the CIP. Staff is proposing completing roughly a $1 million project every two years. This would be financed with funding from the Local Road Improvement Fund which is funded by excess fund balance and tax levies. The final stop at the Public Works Shop was to view the current equipment and for Kieffer to address questions regarding equipment replacement. The meeting reconvened in the board room where Administrator Handt explained the purposed, history and scope of the CIP. The Capital Funds' balances and sources of revenue were discussed. The Projects by Department report for Public Works gave a nice overview of all the public works projects over the next five years. No changes were recommended by the Committee at this time. Next order of business was to elect a committee chair. Mike White, seconded by Cristina de Sobrino, moved to nominate Brad Borg as committee chair. The motion passed unanimously. The next meeting was set for May 11 at 4:30 p.m. in the board room where the Parks projects will be discussed. White, seconded by Hegland, moved to adjourn.
