Staff Report
Date of Meeting: October 15, 2019
To: City Council
From: Brenda “Bee” Stignani, Office Assistant
Re: Seasonal Ice Rink Staffing
Background:
Last year the warming house was staffed by nine seasonal Ice Rink Attendants, coordinated by a Lead
Skating Rink Attendant. The City also hires a seasonal Ice Rink Maintenance Worker, who is responsible
for flooding the rink and maintaining the ice during the season. Staffing should be completed by
December 1; tentative opening date for the rink will be in mid-December.
Proposal Details:
Staff is requesting the Council authorize the advertising for applications for Ice Rink Attendants at a rate
of $9.86 per hour. This rate is the new minimum wage and is competitive with other employers. Staff has
contacted previous attendants and it appears four are interested in returning. At least three new staff
may be needed to be hired and trained. (one previous attendant will only be available during their college
winter break.) The Council is also requested to delegate the interview process to staff. Interviews would
be conducted by the Office Assistant and City Administrator with recommendations for hiring coming back
to the Council at a future meeting.
Reed Nelson, Nick Helland, Ian Schaefer and Cameron Zuniga have agreed to return as Ice Rink Attendants.
Staff is requesting Nelson, Helland, Shaefer and Zuniga be approved as Ice Rink Attendants at $10.11 per
hour. Last year, their rate of pay was $9.86 per hour. Consistent with past practice, returning staff are
compensated with an increase in pay for their experience.
Staff is requesting the Council authorize the advertising for applicants for Lead Skating Rink Attendant.
Staff is requesting the position at the rate of $11.00 per hour. The Council is also requested to delegate
the interview process to staff. Interviews would be conducted by the Office Assistant and City
Administrator with recommendations for hiring coming back to the Council at a future meeting.
Benjamin Johnson has agreed to return as Ice Rink Maintenance Worker. Staff is requesting Johnson be
approved as the Ice Rink Maintenance Worker at a rate of $11.25 per hour. Last year, Johnson’s rate of
pay was $11.00 per hour.
Fiscal Impact:
For Ice Rink Attendants, the 2019 starting pay is recommended to be $9.86 per hour; the minimum wage.
Effective January 1, 2020 the minimum wage will be $10.00. The Lead Skating Rink Attendant’s pay is
recommended to be $11.82 per hour. The Ice Rink Maintenance Worker’s pay is recommended to be
$11.25 per hour.
Options:
1) Authorize staff to advertise for Lead Skating Rink Attendant and Ice Rink Attendants at pay ranges
proposed and complete the interview process. Approve hiring Reed Nelson, Nick Helland, Ian
Schaefer and Cameron Zuniga as Ice Rink Attendants at $10.11 per hour. Approve hiring Benjamin
Johnson as Ice Rink Maintenance Worker at $11.25 per hour.
2) Approve some but not all of the items listed above.
Recommendation:
