Public Works Staff Report – September 2019
Roads and Right – of – way
Roads:
Row way mowing has been completed with a single second pass along the roadside. The
mower boom has been repaired and is in the process of being re-attached to the tractor.
Approximately 100 tons of shouldering materials were applied along the roads edge fo r
additional road support. Pilar Rd. had an additional 432 tons of class V added to the E.
end of the road which completes the gravel overlay for the Pilar area. Some patching
occurred to address areas that had been undermined by rodents near marsh areas a nd
minor potholes.
Trees:
Two trees reported down in the roads that were removed. Staff planted two trees. One to
replace the tree that did not survive the MNDOT planting on the frontage road along HWY
97 (NW corner planting) and the other was planted at the Wayne Erickson Ballfield to
provide future shade to the concession stand area.
Culverts - ditches:
Ditching along Melanie Tr. was completed to aid in moving water away from homes in
the Greenfield Estates division. Last spring the water level went beyond the delineated
wetland boundaries due to the culvert being frozen and having excess sediment buildup
in the culvert. The culvert has also been jetted. The culverts at 23497 Meadowbrook
Ave. N. and 14990 223 Rd. N. had failed and have been replace. The ditching project
along Langley is occurring the second week in October.
Sewer – Water:
Bliss /AE 201 system:
There are 33 residents that have not responded to the City for setting up appointments
for the sump pump inspection program. Staff will be handing out or hanging on their
doors a final notice for compliance with the inspection. Sludge judging on the 201
system is complete.
Bliss: New draw down tests were taken to reconcile the pumping rates reported to the
MPCA. The rates that each pump declined and seem more in line with what the rates of
Lift station #2 were providing. Two of the three electronic valves in the pit will need
replacing. Staff is requesting quotes. Two tanks needed pumping on Langley Ave... The
electricity had been turned off at the residence that supplies electricity to the step pump
that pumps the effluent into our system.
AE: All three valves in the valve pit at the AE drain field will need replacing. The
electrical box was installed in the pit when the system was first designed. The electrical
components within the electrical box have failed, will need to be replaced, and moved
above ground.
Parks:
Lilleskogen:
Staff prepared a staff report for council to accept a quote from Prairie Restorations to
proceed with the invasive species removal supported by the Lilleskogen grant through
the DNR. One application of herbicide and the first steps toward the removal of in vasive
plants was completed the week of September 30th.
The bases for fastening the storyboards were completed several weeks ago. The
storyboard signs were installed the last day of September. Patti Ray has noted she
would like a ribbon cutting ceremony to celebrate the new feature.
The Friends of Scandia Parks and Tails added some more plantings to the corner
Butterfly Garden plot. They are hopeful the plantings will take root yet this fall and help
fill out the space.
Lighted Ballfield:
The concrete contractor to had the pads poured on October 7th. The old bleachers will
be disposed of by means the city council decided after discussing the staff proposal for
liquidating replaced assets. A new tree has been planted to add shade to the
concession stand in the future.
Hay Lake Pavilion: Water
Washington County Hist. Soc. had responded in August but there has been no update
since. Staff suggests pursuing other alternatives to supplying water to the structure.
SHIP Grant – Cycling Scandia – Warming House:
Staff installed the bike repair station and the bike rack for cyclist. The drinking fountain
and water dispenser was also replaced due to it being defective. The shelters open
hours were adjusted to 9am - 4:30 pm with the days getting shorter. The SHIP grant
ends Oct. 31st. Staff will have all billing submitted prior to that date.
WIP:
The STS from Washington county has started installing rustic log steps to aid in the
path dissemination and walking up the hills in WIP. They will continue with adding about
another dozen logs as the time and weather allows. Friends of Scandia Parks and Trails
performed buckthorn removal in the park as an effort to control invasive species in the
park. Staff thanks them for their time and continued efforts.
Extra inventory:
The old used skate park ramps will be put on an auction site in the near future.
Hockey Rink:
Staff will begin the annual maintenance of the rink. We will be replacing damaged kick
plates and one damaged poly board, and work on straightening the access doors. The
Zamboni will have the annual full-service maintenance performed. The extra netting for
building protection, similar to the east side, will be added to the west side to protect that
side of the building.
