9.b) Staff Report-Planks at Log House LandingSCANDIA Staff Report Date of Meeting: June 16, 2015 To: City Council From: Kristina Handt, Administrator Re: DNR Planks at Log House Landing Background: In February, when the Council decided not to pursue a variance for a 13 foot road on 205th St (log House Landing), the Council also indicated they would be open to ideas from the Watershed District with respect to improvements to the boat launch area. The Log House Landing Committee had supported some improvements consistent with other DNR boat launch sites. Issue: Should staff move ahead with securing the donated planks from the DNR for Log House Landing? Proposal Details: Jim Shaver, Administrator, Car Mar Watershed District contacted the DNR and looked into getting 40-50 concrete cable boat ramp planks donated. The DNR is willing to donate the planks. However, it is contingent upon the City getting permits from the DNR Water Division and Army Corps of Engineers (which includes review by the National Park Service and Fish and Wildlife Service) and the City approving an agreement with the DNR. I've included a sample agreement used in Anoka County. The watershed district has also agreed to pay up to $2,000 for installation of the planks. The DNR delivers them for free. Since we are short staffed this summer I told Jim they would need to help with the installation. In order to move forward, staff would need to apply for the permits and have the City Attorney review the agreements. Before any more work or expense is put into this project, I'd like Council approval to move forward. Fiscal Impact: Water permit form DNR is $150. There is no Army Corps of Engineers permit fee. Legal review is $155/hour. The City engineer estimates a cost of $2,900 for the crushed rock needed between the planks. Lastly, the watershed district is looking into the costs of additional planks. The Council may want to discuss cost sharing the cost of additional planks with the watershed district. This compares to an estimate of $17,600 for the concrete cable boat launch in the grant application. Funds (best estimate at this time $5,000 without knowing the cost of additional planks) could come out of the Capital Improvement Fund as the City had budgeted $100,000 for the full project this year. The current balance of the CIF is just over $300,000. Options: 1) Direct staff to apply for permits and review agreement for adoption at future Council meeting. 2) Do not approve moving forward with the planks at this time. Recommendation: Option 1.
