7 d Winter After School Skating Program STAFF REPORT Date of Meeting: October 7, 2019 To: Parks and Recreation Committee From: Brenda “Bee” Stignani, Office Assistant Re: Winter After School Skating Program Background: Last year we offered three skating programs: Pleasure Skating (K-6th grade) There were 19 students registered for this program at a rate of $25 for the six -week class. As in the prior year, volunteer Parks and Recreation Committee Member Dustin Hegland supervised the class. Learn to Skate (for beginner and advanced skaters) There were 14 students registered for these programs at a rate of $65 for the six-week class. Katy Herman was a contracted instructor for the Learn to Skate program s. History of Registrations: Year Learn to Skate Pleasure Skating 2019 14 19 2018 16 9 2017 24 11 2016 30 20 2015 26 15 2014 30 15 Issue: Should the Parks and Recreation Committee offer the Pleasure Skating program and Learn to Skate programs again this coming winter? Should the Parks and Recreation Committee offer other winter programs? Proposal Details: Staff is proposing to continue three skating programs in 2020. This would be the Pleasure Skating program and two Learn to Skate programs (beginning and intermediate). If we offer the Pleasure Skating program, who would volunteer to supervise the program? I would propose it would run the same time as last year’s program, from 3:45 p.m. to 5:00 p.m., one day a week for six weeks beginning the first week of January 2019 at a cost of $25 for the six-week program. Staff has contact Katy Herman, the Skating Director of Cutting Edge Skating Association (CESA) in Forest Lake experienced coach, who taught the Learn to Skate programs for the past six years. Herman has indicated she would like to teach the two classes again this season, and is available for the first six weeks in 2020. Staff would propose the Learn to Skate programs run at the same time as last year, from 3:45 p.m. to 5:00 p.m., one day a week for six weeks beginning the first week in January 2020 at a cost yet to be determined. The City of Scandia adopted a Recreational Program Financial Assistance Policy earlier in 2019. Staff will update this information in the registration flyer. Fiscal Impact: Compensation for the instructor of the Learn to Skate programs is yet to be determined. In past years, the experienced coach and instructor received 80% of the registration fees as compensation. Options: 1. Offer all of the proposed programs. 2. Offer some of the proposed programs. 3. Do not offer any proposed programs. Recommendation: Option 1, with the hope someone volunteers to supervise the Pleasure Skating program and an instructor is secured.
