2-6-12 MinutesCity of Scandia Park and Recreation Committee February 6, 2012 Members Present: Alex Bildeaux (Chair), Tom Vogen, Mike White, Dan Lee, Matt Rasmussen, Greg Zauner Members Absent: None Guests: Sally Swanson (City Council Rep), Anne Hurlburt (City Administrator), Laurie Monson (Recreation Coordinator), Nancy Hall -Morris. The meeting was called to order at 7:05 Approval of Agenda: The Agenda was approved. Approval of Minutes: The minutes of the January 9, 2012 meeting were approved. REPORTS City Council Meeting: The Community Market plans were discussed. No action taken. NEW BUSINESS Elections: The Committee discussed selection of Chair, Vice -Chair and Recording Secretary for 2012. Lee recommended Bildeaux for Chair and Rasmussen for Vice -Chair. White nominated himself for Chair. A vote was taken by show of hands. Lee, Bildeaux and Vogen voted for Bildeaux. Rasmussen initially abstained and then declined his nomination for Vice -Chair and voted for Bildeaux for Chair. A vote was taken for White as Vice -Chair and all were in favor. Lee motioned to table voting for Secretary until next month's meeting. Zauner seconded. Motion passed — all in favor. Summer Recreation Programs: Monson met with Lakamaga last week to discuss summer programming. The same classes that were offered last year will be offered again this year. The instructors for tennis and skateboard camp will be coming back to teach again this summer. Some new ideas were discussed including, swimming lessons, pontoon ride/picnic/swim, drama camp. Hurlburt brought up the concern that Forest Lake Community Education may not let us advertise swimming lessons since they already have a program in place. This would mean revising the brochure for distribution at the school. Monson will not be at the March meeting but will send an email update to the committee. OLD BUSINESS Vinterfest: Vinterfest was fairly well attended even though some activities were cancelled due to warm weather. White suggested putting it on the agenda as early as October for next year's event. Swanson suggested sending home a flyer with kids at Scandia Elementary next year and having better signage (sandwich boards). Hurlburt relayed a complaint from a citizen about the bonfire. The person felt the wood may have been construction debris and have nails in it. They also felt the fire wasn't well supervised. There was also a suggestion that the committee should have hats or sweatshirts to identify themselves as committee members for next year so people would know who to approach with questions or comments. Winter Recreation Programs: This is the last week for the skating program. Some weeks have been too warm to skate, but the kids just played outside on those days. Monson met Holly Cardoni who runs Ice Buddies Skating classes in Chisago and Taylors Falls. She is interested in running some classes with Scandia next winter. Cardoni typically rents the ice time, but Scandia has never rented to a for-profit business before. Monson will meet with her in the next few weeks to discuss options. Eagle Scout Project: Boesel is on schedule with his project. No other discussion. Sign for Wayne Erickson Memorial Ball Park: Hurlburt will have the city staff take down the trees at the ball field so the sign can get placed when weather permits. Scandia Community Market: A logo has been selected for the market and dates set (June 13 — September 26) with a Fall Festival in October. There was discussion about signage and the types of signs needed. One of the vendors has volunteered to make a few sandwich board signs. Hurlburt reminded the group about the city's sign ordinance. There was also discussion about raising vendor fees this year. Zauner stated that Chisago is starting a new market this year and charging $50 per season and $15 per night. White recommended raising Scandia Community Market fees to $50. The group discussed several options. Rasmussen motioned that the Community Market fees should be $45 for the season and $15 per night, with a $45 maximum. White seconded. Motion passed — all in favor. Permit System at Log House Landing: The group does not want to pursue a permit system at this time and will take this off the agenda. ADDITIONS TO THE AGENDA Skating Rink: White notified the board that the plastic sheets around the rink are bad and some need to be replaced. The sheets are approximately $20-$25 each. Hurlburt asked White to determine how many he needs and suggested this be added to the maintenance budget to replace 10-12 sheets on a yearly basis. Rasmussen has talked to Simplex Construction about painting the exterior of the warming house. They are willing to donate the supplies, but he was unsure about labor costs. The building is stucco so it can't be painted using volunteers. Rasmussen will get a break down cost for labor and supplies to the committee. Agenda items for next meeting: Painting warming house, parking lot for Lilleskogen, grills for ball field, Community Market signs, Eagle Scout Project, sign for Wayne Erickson Memorial Ball Park, setting volunteer dates Adjournment: The meeting adjourned at 8:48 pm.
