City of Scandia Park and Recreation Committee
December 5, 2011
Members Present: Tom Vogen, Mike White, Dan Lee
Members Absent: Alex Bildeaux (Chair), Matt Rasmussen
Guests: Anne Hurlburt (City Administrator), Sally Swanson (City Council Rep), Laurie Monson
(Recreation Coordinator), Zach Boesel (Boy Scout)
The meeting was called to order at 7:01 by White
Approval of Agenda: White motioned to approve the agenda. Lee seconded. Motion carried.
Approval of Minutes: The minutes of the November 7, 2011 meeting were approved as written.
City Council Meeting: The council approved the committee’s recommendation to waive the park
dedication fee on the Heinisch Subdivision.
Lilleskogen Park Project Update: Nothing new to report.
Winter Recreation Programs: Monson got Skate Flyer/Registration Form approved by Forest Lake
Community Ed and it will be distributed to Scandia Elementary students. Pleasure Skating will run on
Tuesdays with Matt Rasmussen and Dana Wojtowicz as instructors. Open Skate will run on Thursdays
with Monson supervising. The information was also put up on the website. The Rink Attendants were
thth
hired and trained in on December 5. The ice should be ready by Saturday, December 10.
Eagle Scout Project Presentation by Zach Boesel: Boesel presented his idea to replace the score
board at the Wayne Erickson Memorial Ball field with an electronic score board. He researched 3
different models and was looking for input from the committee as to which they preferred. There was
discussion about steel vs. aluminum and the LED lighting. Boesel has talked to the Men’s and Women’s
Ball Teams and the Lions and they are all willing to contribute to the project. He also talked to Scandia
Electric and they will donate services to wire the scoreboard.
White, seconded by Vogen, moved to go support model Spectrum LED Scoreboard. Motion
carried.

Boesel will attend the December 20 Council Meeting and present his project.
White called for a vote on the motion, which passed all in favor.
Vinterfest: Monson will work on updating the flyer and press release. The flyer needs to go to the
Council at the December 20th meeting. She will also purchase spray bottles and other supplies for snow
sculpture contest and get $50 from the Treasurer for contest winners. Monson will contact vendors from
the Scandia Farmers Market to see if any of them are interested in setting up a table in the Community
Center during the event. We have room for 8 vendors and we will charge them $20 each. Monson will
also contact John Beattie and let him know we need to open the warming house early that day and
schedule a rink attendant.
Bildeaux will supply firewood for bonfire (per phone conversation with Hurlburt). Vogen will get sticks
for making smores at the bonfire. Swanson will get smore supplies. Lee will supply hay bales for the

sledding hill. Hurlburt will send a certificate of insurance to Elim Church, and contact Bildeaux regarding
any arrangement he may have made for the bake sale/ refreshment vendor. White will go to the

December 20 Council meeting to let them know about the event plans.
Sign for Wayne Erickson Memorial Ball Park: The sign needs to be 10 feet from the property line.
At the last meeting Hurlburt suggested cutting down the large pine trees and placing the sign there with
new trees and landscaping. There was discussion about the pine trees being a visual obstruction for
drivers exiting the ball field parking lot. Vogen wanted to take a look at the trees before a decision was
made. The consensus was to remove the evergreens. Swanson has a bricklayer lined up, but needs to
get cost total of supplies.
White moved to remove the pine trees. Lee seconded. The motion was passed, all in favor.
Wind in the Pines: Vogen reported that Wind in the Pines Park is staked and the park boundary signs
are posted.
