RE: The Regulation of Electronic Tobacco Delivery Devices
I have researched what has been in other Minnesota Cities with regards to tobacco licensing
and electronic tobacco delivery devices. As of October 17th, 53 cities in the state, including
Scandia, have adopted sales restrictions to age 21.
In addition some communities have opted to take their regulations a few steps further, these
include:
• Restricting the sale of flavored tobacco products, including menthol;
• Regulating the price of commercial tobacco products, such as establishing minimum
prices for cigars and restricting price promotions and coupon redemptions;
• Regulating the distance between tobacco retailers, youth-oriented facilities and other
retailers; and,
• Prohibiting pharmacies from selling commercial tobacco products.
The City of Golden Valley is one the best examples of Minnesota cities that have
implemented these more stringent restrictions. A sample ordiance that was shared by the
League of Minnnesota Cities has been included in you packet. It is similar to the regulation
adobted by Golden Valley.
To my knowledge, there have been no attempts to outright prohibit the sale of electronic
tobacco delivery devices.
