6. Banner installation on Light poles

Re: Banner installation on light poles
Background:
The City of Scandia received a SHIP grant earlier this year to promote a healthy community. As a
part of the grant application the applicant is asked to provide a list of purchases, the need, and the
goals of the purchase. Banners to help direct cyclist to resources was one of the purchases the was
approved with the grant.
Issue:
Staff is seeking City Council approval for the installation of banners per the city ordinance on
light poles at the designated areas.
Proposal Details:
Attached to the proposal on the next page is an example of the banner configuration which is
the right-hand picture and the actual banner to be displayed is on the left. The banners would
be installed in April of each year and be removed mid-October. The banners are 2’ tall and 18”
wide.
There are no current size or other requirements specific to banners. The banners would not
interfere with the flags that are on the poles and would not be up during the holiday lighting.
The rods they are mounted on would remain in place throughout the year. Locations of the
three banners would be per the map attached below: Street light pole on Oak Hill outside of
Meisters, the street light pole on Olinda off the SW corner of the hokey rink, and the street light
pole on Oak Hill south side of the road midway coming up the h ill from the south.
Fiscal Impact:
Cost is covered by Grant. There will be a one-time labor cost to install the brackets by public
works department.
Recommendation:
Banners be approved for display in the spring of 2020.
