Public Works Staff Report – October 2019
Roads and Right – of – way
Roads:
There is a 30” culvert on 220th St. N. that is showing signs of failure by revealing a sink
hole on the north side of the road. What is known so far is that the north end of the culvert
was damaged at some time and was angled upward so flow has been restricted. The end
was also rusted through on the bottom. The contractor and city staff are exploring options
to keep the culvert functioning without a full replacement this time of year. The road is up
for construction in 2021 which would include replacement of the culvert.
Public works performed the last grading of gravel roads for the year. Temperatures
pushed the need to have it completed before the road surface began to freeze.
Staff addressed a sink hole in the ROW at 19126 Layton Ave. N.. The cause of the sink
hole was not determined. Pumps were run on the City’s 201 system to determine if there
may be a leak. No evidence of leaking was found. There was approximately 9 yards of
material added to the site to fill the void. The area was restored and will continue to be
monitored.
Green step signs were hung at the county road sites. Staff continues to work with MNDOT
to have the others installed as soon as possible.
Reflective delineators were installed at the Stop sign area where Meadowbrook Ave. N.
and Mayberry Ave. N. meet. They were installed on the south side of Mayberry Trail as
an additional warning for drivers to stop. PW staff will also be installing an additional
orange flag on the stop ahead sign similar to what was installed on the stop sign.
The ground anchors for new signage along Pilar has been installed. When the new signs
arrive, they will be assembled and installed.
Trees:
Public works had several trees down in October. There was one that totally blocked a
road while the others were partially blocking roads. The brush pile in the public works
yard is large again and will be burned as soon as there is sufficient snow on the ground.
Ditching:
The ditching project along Langly was completed and is now functional. The watershed
district was satisfied with the measures taken to control erosion and begin the process
of re-establishing vegetation. Additional measures to keep drainage open were taken
along Old Marine Tr. N., Larkspur, 191st, and culvert cleaning at 19015 Layton Ave. N..
Sewer – Water:
Bliss /AE 201 system:
There are 16 households on the 201 system that have not had their I&I inspections
completed.
Electronic valve replacement and repairs are still on the list to have completed this year
in the AE valve pit and in the Bliss #3 pit.
The annual report from MPCA was recieved. The City still has the recurring compliance
issues with the Nitrates as in the past. The MPCA will inform the City on what measures
will be needed to comply with their requirements during the re-permitting process.
Parks:
Lilleskogen:
Prairie Restorations has performed three applications of herbicide to start the process of
invasive species removal. Staff will begin submitting billing statements to the DNR for
reimbursement.
Lighted Ballfield:
Staff will be assembling the smaller of the two new bleachers over the winter and
installing it when completed. The excess soil from the pad excavation has been spread
in a low spot in the park the needed fill. It will be seeded and blanketing in the spring.
Hay Lake Pavilion: Water
There is continued interest by the Historical Society. Staff will be working with the City
Administrator with further discussions.
SHIP Grant – Cycling Scandia – Warming House:
Staff has submitted the last of billing for the SHIP grant reimbursement. After tonight’s
meeting they will have the last of the documentation to complete the grant process.
WIP:
Several trees were reported down by the FSPT volunteers. The PW staff has addressed
the fallen trees.
Hockey Rink:
Leaves have been cleaned out, and plastic sheeting and kick plates have been
replaced.
Other:
• Holiday lights were purchased to light City Hall and the Warming House. Staff
provided quotes to the City Council for alterations to the parking light poles to
accommodate holiday lights and to perform some additional work in the
Community Center.
• All snow plow trucks have the plows re-attached and are ready for service.
