November 6, 2019
The City Council conducted a Work Session on the above date beginning at 6:30 p.m.
The following were present: Council members Jerry Cusick, Steve Kronmiller, Chris Ness, Patti
Ray and Mayor Christine Maefsky.
Staff members: Fire Chief Mike Hinz and Deputy Clerk Brenda Eklund.
APPROVAL OF THE AGENDA
Due to the absence of the city administrator, Mayor Maefsky recommended to remove Agenda
Items #3) Discussion on code enforcement procedures and potential nuisance ordinance, and #4)
Discussion on amending tobacco ordinance to prohibit electronic delivery devices.
Motion by Ness, seconded by Kronmiller, to approve the agenda as amended. Vote 5-0.
Motion carried.
DISCUSSION ON 2020-2024 CAPITAL IMPROVEMENT PLAN AND 2020 BUDGET
Council member Ray questioned if funds should be budgeted for a potential high-speed internet
buildout over the next few years. Kronmiller, Ness, and Maefsky reasoned that the Scandia
Internet Committee will recommend a five-year budget and the Council will determine future
funding based on that.
The Council made no adjustments to the 2020 budget or CIP. The Truth in Taxation public
hearing is scheduled for December 4, 2019.
DISCUSSION ON ATTACHING BANNERS TO CITY LIGHT POLES
Mayor Maefsky recommended to wait for the Tourism Committee to give direction on banners
and signage within the city so that there is consistency in design. Council was in consensus to
hold off on authorizing the PW Director to install three banners which would direct cyclists to
the Warming House.
DISCUSSION ON LIGHTING MODIFICATIONS TO THE COMMUNITY CENTER
PW Director Hawkinson provided quotes to add receptacles to the light poles in the parking lot
islands for the holiday lights, to add receptacles to the interior of the Community Center for
additional holiday decorating, and to add exterior security lighting to the Center. Council
member Ray reported that the Scandia-Marine Lions Club will donate funds towards these costs.
Motion by Ness, seconded by Ray, to accept the quote of $4,526 from O’Neil Electric to
update the interior lighting and exit spotlights at the Community Center, and to accept the
quote of $475 from Mercury Electric to add receptacles to the light poles in the parking lot.
The motion carried 5-0.
DISCUSSION ON 2020 CITY COUNCIL MEETING CALENDAR
A draft 2020 City Council meeting schedule was reviewed.
Motion by Kronmiller, seconded by Cusick, to not reschedule the January 1, 2020 Work
Session. The motion carried 5-0.

The 2020 City Council meeting calendar will be on the December 17th Consent Agenda.
DISCUSSION ON ISSUES FOR FUTURE WORK SESSIONS
Code enforcement procedures, a potential nuisance ordinance, regulating e-cigarettes, and the
public hearing on the 2020 budget will be topics of the December 4th Work Session.

Motion by Ness, seconded by Ray, to adjourn the meeting. Motion carried 5-0.
