5.j Staff Report Katy Herman Abigail Peterson Seasonal Employee Hire Staff Report Date of Meeting: December 17, 2019 To: City Council From: Brenda “Bee” Stignani, Office Assistant Re: Hiring Katy Herman and Abigail Peterson as Seasonal Employees Background: For the past six years, Katy Herman has taught the Learn to Skate program as part of the Winter Program approved for the Parks & Recreation Committee with an agreement to pay Herman 80% of the $65 registration fees. The PRC is recommending this year to hire Herman as a seasonal employee as she is no longer associated with Cutting Edge Skating Association. This changed her status for insurance as an instructor. Herman needs one assistant, Abigail Peterson, to teach this class. Issue: Should the City of Scandia hire Herman and her assistant as seasonal employees? Proposal Details: In lieu of the agreements signed for the past six years, Herman’s rate of pay would be a stipend, based on the number of students enrolled in the classes. Based on the enrollment limitations, approved by the City Council at the November 19, 2019 meeting, Herman’s stipend would be as follows: Stipend paid to Herman Minimum 5 Students Enrolled $250.00 Maximum 20 Students Enrolled $1,000.00 Stipend per Student Enrolled $50.00 Assistant Peterson will be paid $20 Instructional Assistant Stipend for each class worked. Peterson’s stipend would not be based on enrollment. Fiscal Impact: The stipend amounts will be paid by the participants in their registration fees. Options: 1. Approve hiring Katy Herman as a seasonal employee for the PRC 2020 Learn to Skate Winter Program stipend amount to be based on the number of participants enrolled. Approve hiring Abigail Peterson as a seasonal employee for the PRC 202 Learn to Skate Winter Program stipend based on $20 per class taught. 2. Amend, then approve, the stipend amount in hiring Herman and Peterson as seasonal employees. 3. Do not hire Herman or Peterson as seasonal employees. Recommendation: Option 1
