8.e Public works staff report - Dec 2019December 17th, 2019 Public Works Staff Report – November 2019 Roads and Right – of – way Roads: The culvert on 220th was replaced 11-26-19. R.E. Peterson Company was able to perform the task in one day with minimal traffic impact. Extra soil from the excavation was used to help stabilize the slope on the north side of the road. PW will be monitoring the cut area throughout the winter. The gravel roads were graded one more time. Temperatures went up allowing PW to perform the touch up grading on 11-25-19. Most of the small wash boarding was removed. Green step signs were installed on the MN DOT entrance signs along HWY 95 near William O’Brian Park and along HWY 97 near Manning Tr. N.. New road ID signs were installed through the Pilar road area. Signs to replace those damaged in the tornado were replaced. Delineators for protecting the ROW along Lilleskogen Park were installed. The first snow fall event of the year produced 7.5” of wet snow on 11-27-19. Trees: Tree pruning season has begun. Public works efforts will be focused on pruning back the roads for 2020 road project season. Two other areas of focus will be where signs are being obstructed or brush and branches coming in contact with maintenance vehicles. Ditching: During the 220th St. project extra soil was used to help stabilized the bank. The culvert was adjusted so the outlet was not below grade on the north side of 220th St. to allow proper drainage. Sewer – Water: Bliss /AE 201 system: Staff is working with MPCA in providing information requested on the piezometer wells on site. The pads for the upgrades for the control panels on Lift station #1 and #2 are poured and ready for the panels to be installed once the panels are built. The company is hoping to have the panels installed yet this winter. Parks: Lighted Ballfield: The ground has not frozen enough to remove the old bleachers. They will be removed as soon as the ground is frozen enough to minimize damage to the turf area. Hay Lake: The Night light was serviced. It comes loose from the wind. Staff plans to replace with an LED that will be from the swapping out of the exit door lights at City Hall. Lilleskogen: There is continued progress by Prairie Restorations. They have performed a slash and burn process on site. The snow fall allowed them to remove some of the taller standing invasives and burn the accumulated piles. SHIP Grant – Cycling Scandia – Warming House: The SHIP grant has been closed out. The last of the funds for the grant have been received by the City. Staff thanks the PRC and Washington County for their support to improve the City’s resources to promote Healthy Living in Scandia. Staff has installed the last two posts for the second bike rack, removed the fixtures and stored them for this year. The inground posts have been identified by posts with delineators for the winter. The heat is on inside the warming house. Doors that have had closing issues in the past are having maintenance done to ensure better operation. Hockey Rink: Snow was left on the rink to help create a lightened color to help the rink reflect the suns heat. Other: • Holiday lights were installed at the Community Center. Electrical contractors were on site to install electrical outlets in the Community Center and on the parking lot poles to accommodate additional holiday lighting. • Holiday lights were installed on the posts and plugged in before the lighting event. Shortly after the lighting several ground fault receptacles failed but have since been replaced.
