Scandia Parks and Recreation Committee (PRC)
Minutes
Monday, December 4, 2006 7PM
Members Present: Deb Campobasso, Dan Skupien, Ron Couture, Dave Smith, Karen Schik,
Mike Goeken, and Matt Rasmussen. Absent: Sarah Kilgriff & Alex Bildeaux
Guests: Anne Hurlburt, Marty McKelvey
1. Review & Discussion of November Minutes
Approved: Schik/Skupien
2. Park dedication fee update
Motion (Smith/Schik) that PRC provides letter of support for the Park Dedication Fees Memo
draft (provided prior to the meeting). PRC Unanimous approval.
Hurlburt explained that same Memo will be provided to the newly-installed City Council in
2007, as the current Town Board was not likely to put through new ordinances at this time.
Hurlburt additionally cautioned that the “Level of Service” standard indicated within the draft
consider some determination of current sufficiency, as new owners are only responsible for
their proportionate share and are not expected to make up for any current deficiency.
3. Subcommittee Updates
A. Recreation Programs & Events
1. Winter Festival

Plan to proceed with this event for Sunday, January 28, 2007. Volunteer signup will be
made available at the January 2007 PRC meeting. Rasmussen will pursue the possibility of
promotional hockey giveaways. Campobasso will contact Bunker Stables regarding sleigh
rides. Additional details yet TBD.
2. Snowshoeing
Smith will make contact regarding snowshoe leadtime/availability for the Festival.
3. Open Gym
Goeken’s discussion with school district indicated that the district is not interested in more
than 2 dates all winter. PRC determined that anything less than 4 dates wasn’t worth
pursuing further. Goeken will pursue matter with school district again.
4. Program Recommendations
McKelvey provided a program calendar draft for PRC comment. Discussion resulted
surrounding the best approach for getting program offerings out--considering either with or
without the district’s Community Education channels. Details to be addressed in early 2007.
B. Parks, Trails, Open Space
1. Smith will contact Jason Husveth of Critical Connections to close out the current
contract which still requires aerial photos.

Schik provided Growing Green materials from 11-16-06 conference to PRC.

5. Additions to the Agenda
A. Budget
Hurlburt provided the 2007 Parks budget, complete with memo explaining various highlights
and anomalies of the budget and 2006 financial information. Discussion followed with key
point that Park Dedication fees will not be an ongoing component of the PRC budget.
B. PRC Duties & Functions
PRC members should be prepared to discuss the two-page draft document provided for the
January 2007 PRC meeting.
C. Ice Rink hours
A petition for increased dedicated hockey time on the hockey rink during weekdays was
presented to PRC by Campobasso. Hurlburt accepted same petition and will bring to the
December 19 Town Board meeting.
