Re: Lilleskogen Presentation by Friends of Scandia Parks and Trails
Background:
Representatives of the Friends of Scandia Parks and Trails attended the November 3, 2014
Parks and Recreation Committee meeting to provide updates for the butterfly garden at
Lilleskogen and to ask for Committee support to request funding to complete the parking lot.
At that meeting, the Committee recommended to present two options to the City Council
addressing the parking lot at Lilleskogen: 1) fund the curb only or 2) fund the curb and the
bituminous parking lot.
Janie O’Connor attended the November 18, 2014 City Council meeting, representing the
Butterfly Committee of the Friends of Scandia Parks and Trails, and requested that action be
taken on the Planning Commission’s motion to provide $22,000 to Lilleskogen Park for
construction of the parking lot/curb and gutter in the 2015 budget, to be sourced from the
General Fund.
Issues:
What is the status of funding for the parking lot at Lilleskogen park? Should the Committee
recommend the proposed Capital Improvement Plan requests presented by the Friends?
Proposal Details:
Karen Schik and Janie O’Connor, representing the Friends of Scandia Parks and Trails, asked to
be included on the agenda to present suggestions for moving forward with the Lilleskogen park
restoration. The Friends have prepared a draft proposal and Capital Improvement Plan needs
for the Committee’s consideration. This documentation is included in the meeting materials.
Fiscal Impact:
Will depend on what is being proposed and how requests will be funded.
Options:
1. Approve Friends of Scandia Parks and Trails recommen dations for priorities and Capital
Improvement Program requests.
2. Amend and then approve Friends of Scandia Parks and Trails recommendations for
priorities and Capital Improvement Program requests.
3. Do not approve Friends of Scandia Parks and Trails recommendations for priorities and
Capital Improvement Program requests.
Recommendation:
Make a recommendation of how to proceed with Lilleskogen park improvement s and how to
fund the improvements upon review of the Friends’ presentation.
