5.f Scandia Riders Saddle Club Gambling Permit Staff Report Date of Meeting: February 18, 2020 To: City Council From: Brenda Eklund, Deputy Clerk Re: Scandia Riders Saddle Club Gambling Permit Background: The Scandia Riders Saddle Club has applied for an Excluded Lawful Gambling Permit for a fundraising bingo event. The Gambling Ordinance (No. 100) requires a local permit to conduct lawful gambling that is excluded or exempted from state licensure requirements. Up to four events in a calendar year may be covered in a single application. Issue: Decide whether to approve a lawful gambling permit for the Scandia Riders Saddle Club bingo event. Proposal Details: The Saddle Club would like to hold a Ham Bingo fundraising event on April 3, 2020 at the Scandia Community Center. This event had been conducted in past years by the Scandia Womens Softball Association, but they announced that they will no longer conduct a spring bingo event, only the turkey bingo in November. The Saddle Club is a non-profit organization and provided a Certificate of Good Standing for nonprofit status from the MN Secretary of State’s office. The organization and the event appear to meet all the requirements of the city’s ordinance. Fiscal Impact: The $15 permit fee has been paid. Options: 1) Approve the Scandia Riders Saddle Club Excluded Lawful Gambling Permit. 2) Do not approve the request for a gambling permit. 3) Make no decision at this meeting. Recommendation: Option 1.
