8.c 2019 Annual Fire Report Scandia Fire & Rescue 15040 Scandia Trail North Scandia, MN 55073 2019 ANNUAL REPORT February 18th, 2020 • In 2019 Scandia Fire & Rescue responded to 229 emergency calls. 124 of these calls were for medical or rescue assistance, 73 were fire related, 4 Dive related & 28 False alarm or Canceled. A summary break down by situation type, day of week and time of day is attached for your review. The numbers reported is 226, there were 3 calls that were not required to be reported to the state. • Our Auto Aid agreements with Forest Lake Fire and Marine Fire are now in place and working. We are still working with Hugo, Stillwater, Osceola, Shaffer/Franconia, Lindstrom & Chisago city to create auto aid responses to Scandia. • We had an EF1 tornado touch down in Scandia on July 28th 2019. It started in Forest Lake and entered Scandia at the solar garden on Manning & Scandia trail. It continued north-east crossing Bone Lake and continuing into Chisago county and part of Wisconsin. There was damage to approximately 15 homes and some personal property. However there were no reported injuries during the storm. • Our tornado siren located on the corner of Lofton and 232nd St did activate during the tornado and a resident said that they did seek shelter after hearing the siren. • We did have an issue with the siren located at the fire station. It did not sound during the tornadic event, after multiple service visits we were able to get the siren fixed and back in operation. • The county’s new CAD system went online ▪ This new system allows the fire department to see more information about the call & information from the deputies on scene and prior incidents at that residence. ▪ We are in the process of updating our equipment to make better use of this new system • We are updating 3 of the ruggedized tablets we received on a grant from windows 7 to windows 10. • We will be adding iPads to the remaining truck’s so all units will have access to the information. • Some of our members participated in a live fire burn in Chisago City ▪ Live training burns are the best way we have to receive hands on fire training, Chisago city fire invited us to participate in a live burn structure 3/9/2019 • Some of the things done since the Chief position has been changed to a 24hr/week position. ▪ Able to attend monthly “Fire Improvement Team” meetings at the sheriff’s office with the other fire chief’s in the county. This has given us the option to be involved in the way things are done by the county for the fire department and has also kept us in the loop on information needed for us to operate properly. ▪ Had sufficient time to apply for the generator grant. ▪ Have attended trainings on inspection, arson, EMS. ▪ Have done repairs & upgrades to equipment that would have had to be hired out or not completed. ▪ Have made progress on the EOP (emergency operations plan) that we have with the county. Has also allowed time to attend the trainings on the software. ▪ Have been able to track & confirm that our equipment is meeting current OSHA rules and is in good working order (turnout gear, trucks, fire & EMS supplies to name a few). ▪ • We had some time this year that we were without a City Administrator, during that time we had to make some changes to how we operated, purchasing items required a council meeting if not an emergency and outside of the purchasing policy. One good thing that came from this is that we had to learn to work better as a city team across departments. • Some of the events that we hosted or participated in this year ▪ Scandia Taco Daze 9/7/2019 ▪ National Night Out 8/6/2019 ▪ Farmers Market, public safety night 7/17/2019 ▪ Fat Cat Triathlon 7/13/2019 ▪ Kids Night at security state bank 5/7/2019 ▪ Assisted Forest Lake fire with a kitchen fire demonstration for their safety camp 6/11/2019 • Projects completed in 2018 include: ▪ Replacement of our Holmatro Extrication tools. • New tool are battery powered to allow us to use them in any location needed. • The new package consists of: ▪ Ram (used for rolling a dash or holding something up) ▪ Spreader (used to open doors or lift) ▪ Cutter (used to cut metal on a car) ▪ Mini Combi tool (this is a light weight cutter and spreader in 1 unit) ▪ Purchased 2 SPCO monitors • These purchases were made possible with a donation from the Fire Relief Association of $3,414 & a donation from the Scandia Marine Lions of $3,414 • These monitors are used to check O2 levels and to also check to see if there is any CO in the blood. On a normal monitor O2 & CO look the same, but O2 is needed for life and CO replaces the O2 in your blood which can lead to death. ▪ We achieved a ISO rating of 6/10 • Our previous rating was 7/10 • Anyone that is within 5 road miles of the fire station receives the 6 rating and anyone more than 5 road miles from the station receives a 10 rating (1 being the best) • We are always looking to improve our ISO rating as the residents insurance cost is based on this number. • We are working to add a second fire station located on Manning to try and improve the rating for some of the more densely populated area of the city ▪ Applied for a FEMA grant with the state for an emergency generator at the Fire/PW building • This was a large project to apply for the grant and we were lucky enough that the state asked us to apply as a sub-applicant to their grant. • We have tried for a grant for a generator 2 other times and hope that being a sub-applicant with the state will give us better chance of winning the grant • Personnel o New Members • We have 4 new members that have joined are department in 2019. Those members are: ▪ Darrin Gould ▪ Steven Greenhow ▪ Justin Levy ▪ Nick Vannelli. o Retiree’s ▪ Captain John Hagen resigned after 6 years & 4 months due to moving out of the area. ▪ Jesse Bizzotto resigned after 3 years & 4 month due to moving out of the area. Information ▪ We have started the recruiting process. We hope to take 5 new members on June 1st 2020. ▪ As of December 31st the department has 22 members. ▪ Of those members 4 are starting their EMT training January of 2020. ▪ We currently have 16 EMT & 18 Firefighter certified members and 4 members just staring their training, with our goal of 30 trained as EMT & firefighter. ▪ We completed over 50 hours of fire training & over 30 hours of medical training this year to allow us to keep our ISO rating and renew our EMT certification. We train 3 nights each month plus 1 Saturday. • We are excited to move into 2020 and plan to serve our community to our fullest potential.
