Citizen Group Submittal 6-24-15 Stephen Monlux BioBio for Stephen Monlux Stephen Monlux PE of Low Volume Road Consultants, has over 40 years of engineering experience in gravel surfaced and paved low-volume roads. He is currently an engineering consultant in materials and pavement engineering, contract administration and technology transfer for several federal agencies, state LTAP centers and numerous counties in the Northwest. Previously, Mr. Monlux spent 26 years as the Northern Region Materials Engineer for the U.S. Forest Service in Missoula Montana. Some of his duties included managing the Northern Region Materials Engineering Laboratory, writing most of the Region’s specifications for construction and materials, and providing consultation to Forest project road and bridge programs on all types of construction materials (soil, aggregate, asphalt dust abatement, concrete, stabilization agents, geotextiles, etc.). Mr. Monlux is the author of several Transportation Research Board papers on gravel road surfacing stabilization. Research in this area continues with laboratory testing methods and field trials that predict performance and extend the life of gravel and dust abatement materials. This technology is transferred to counties through presentations and workshops. Mr. Monlux also has extensive experience in performing evaluations, designing appropriate treatments and monitoring projects during and after construction. He is a licensed professional engineer in the States of Washington and Idaho.
