Staff Report
Date of Meeting: March 17th, 2020
To: Mayor, City Council
From: Adam Hawkinson, Director of PW
Re: Advertising for Seasonal Maintenance Worker for Parks and Grounds
Background:
Under direction of the Public Works Director, the seasonal parks maintenance employee
performs a wide variety of unskilled and semi-skilled tasks necessary to the seasonal
maintenance of grounds, equipment, and buildings at city parks and municipal buildings.
Seasonal staff has traditionally been hired for approximately 40 hours a week, including some
weekend time beginning in late May and ending in early October. The part-time employment
opportunity is a 67day seasonal appointment.
Last year there was difficulty attracting a seasonal applicant. Staff did add funds to the 2020
budget to raise the starting pay and top pay. Additional hours for the weekend watering of the
hanging baskets should attract more applicants as well.
Issue:
Should the Council approve advertising for a Seasonal Maintenance Worker for Parks and
Grounds?
Proposal Details:
Similar to previous years, staff is requesting the Council authorize staff (City Administrator and
Public Works Director) to advertise and interview the applicants for the position with a
recommendation on hiring coming to the Council in May. Adjustments to the wage and hours
are on the advertisement draft attached.
The tentative timeline would be as follows:
Post/ web site, LMC, Facebook: March 18th
Advertise in local papers: Starting March 25th, April 1st.
Applications close: Friday, April 10th (4:00 p.m.)
Interviews: Week of April 13th
Council Approval: April 21st
Start date: As needed after Council approval
Fiscal Impact:
The 2020 pay rate for the position was set at $12 to $14 per hour, depending on qualifications.
Staff proposes the rate of pay for the position in 2020 be addressed during the budgeting process.
The Park budget is sufficient to cover the proposed starting pay rate for up to 67 working days.
The position will terminate at the end of the ground’s maintenance season or 67 days.
Options:
1) Approve having staff advertise and interview for the Part-Time Seasonal Parks
Maintenance Worker position.
2) Do not approve the advertising for the Part-Time Seasonal Parks Maintenance Worker
position.
Recommendation:
Option 1.
