5.g) Staff Report-County Recycling Grant Agreement`��TI SCA \ DIIA Staff Report Date of Meeting: July 21, 2015 To: City Council From: Brenda Eklund, Deputy Clerk Re: 2015-16 Municipal Recycling Grant Agreement with Washington County Background: Washington County desires to encourage and support residential recycling to reduce the County's reliance on solid waste disposal facilities. The County has budgeted funds to be used to develop recycling projects in the County. Scandia has been entering into a contract for these grant funds since 1994. The grant funds are to be used towards recycling program expenses such as recycling projects and public education related to recycling. Issue: Should the City enter into an agreement with Washington County for distribution of municipal recycling grant funds in 2015 and 2016? Proposal Details: The agreement provides for the County paying the city up to $16,212.00 which is to be used for municipal recycling program expenses in 2015 and 2016. Payment will be made in two installments, one in 2015 and the remaining half in 2016. Staff worked in collaboration with County staff to develop a two-year project work plan, which includes providing recycling information in the city newsletters, to provide recycling collection at the annual Vinterfest event, continue the Composter's Registry and to promote Heavy Metal Clean- up Week with SRC. Annual reports will be used as a measure of progress towards meeting components of the recycling work plan activities. Fiscal Impact: Revenue to the General Fund in the amount of $16,212.00 over 2 years. Options: 1) Approve the agreement and authorize the Mayor to sign on behalf of the city. 2) Make changes to the agreement. 3) Do not approve the agreement. Recommendation: Option 1
