7.c1 Staff Report 6-1-2020 HiresM� SCANDIA Staff Report Date of Meeting: April 21, 2020 To: City Council From: Mike Hinz, Fire Chief Re: New hires Background: As most of you know we are down to 21 members on the fire department with 1 having very limited availability due to cancer treatment. Chief staff of the department has determined that 30 members is an appropriate staffing level, we have been under staffed for almost ten years due to retirements, Death and availability of starter homes in our area. In December of 2019, I requested approval to start the hiring process for up to 5 possible new members. We only received 2 applications. Chief Officers & the City Administrator have conducted interviews with both of the candidates. We have also conducted background checks, and we feel that neither candidate has any background that would hinder their ability to be on the fire department. Both of the candidates have family members that were at one time on the Scandia fire department. Issue: Should the city make an employment offer to Nicholas Bancks & Timothy O'Neill? Proposal Details: We would like the city to offer both Nicholas Bancks & Timothy O'Neill a conditional job, based on passing their medical exam with Osceola Hospital Occupational Health department. Fiscal Impact: The fiscal impact to hire both candidates would be approximately $4,000 over the next 2 years for initial EMT & FF1 training and about $1,500 in wages per year. Options: (1) Direct staff to continue the hiring process with a June 1 st start date. (2) Wait for next regular hiring process (3) Do nothing Recommendation: Option (1).
